Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in a
special session on Monday, October 29, 2018 at 6:00 PM in the St. Joseph Government Center opening
with the Pledge of Allegiance.
Planninq Commission Members Present: Chair Gina Dullinger, Commissioners Troy Goracke, Chad
Hausmann (arrived at 6:07 PM), Matt Johnson, Steve Olson, Mike Ross, Daryl Schaefer, Community
Development Director Therese Haffner
Others Present: City Administrator Judy Weyrens, Chris Raimann, Martin Champion, Ryan Gideon,
Aaron Rieland, Amber Nagel, Hal Augustin
Approval of the Agenda: Olson made a motion to approve the agenda. The motion was seconded by
Johnson and passed unanimously by those present.
Public Hearing, Preliminary and Final Plat of The Oaks Addition: Haffner stated that Developer Kuepers
Inc. requested approval of a preliminary and final plat called The Oaks Addition. The proposed plat has
two lots to accommodate two 35 unit apartment buildings, plus an outlot for storm ponding to be
dedicated to the City. The land use plan guides the property for high density residential and the property
is zoned R-3 Multiple Family Residential and apartment buildings are permitted. The plat meets the City's
zoning and subdivision ordinances. Park dedication is required and the applicant proposes to dedicate a
trail easement on the northerly boundary of the property and would receive credit for the land dedication
and for the construction of an eight foot wide bituminous trail. After applying the credit, any additional due
would be due at time of building permit.
Commissioner Dullinger opened the public hearing.
As no one present wished to speak, Dullinger closed the public hearing.
Olson questioned the city engineer comment on the access encroaching on Outlot C, Liberty Pointe.
Haffner clarified that an ingress/egress easement will be needed or the access will need to be
reconfigured.
Olson made a motion to recommend approval of the Preliminary and Final Plat of The Oaks
Addition and acceptance of the trail easement.The motion was seconded by Dullinger and passed
unanimously by those present.
Building Renovation Plan, Bad Habit Brewing: Haffner shared that Bad Habit Brewing who purchased the
former city hall building had begun renovating the building. As part of the renovation, they are proposing
to keep some of the existing granite on the exterior, along with new architectural metal. The building is
located in the B-1 Central Business District and architectural metal is allowed up to 15 percent on each
side but they are proposing to exceed that. The B-1 District ordinance does allow the Planning
Commission and City Council to review materials.
Dullinger questioned whether this was sheet metal. Ryan Gideon, Rice Companies, verified this would be
architectural metal with no exposed fasteners, glazing on the front, and there would daylighting into the
building with a large window on the front. Gideon presented the exterior building plan and showed a
sample of the architectural metal. Olson questioned whether it would be a variance. Haffner noted the
provision in the B-1 District where is allows the Planning Commission and City Council to review building
materials. Haffner stated that the Planning Commission should determine if the material is compatible,
complimentary and appropriate in the downtown B-1 Central Business District.
Dullinger made a motion to recommend approval of the architectural metal for Bad Habit Brewing
as proposed. The motion was seconded by Hausmann and passed unanimously by those present.

Adjourn: Johnson made a motion to adjourn the meeting at 6:13 PM. The motion was seconded by
Goracke and passed unanimously by those present.
