BACKGROUND INFORMATION: A revised draft implementation matrix has been provided for review and discussion ATTACHMENTS: Comprehensive Plan Matrix REQUESTED COUNCIL ACTION: Provide Direction Strategy Number Strategy Ownership Priority Goal 1: Preserve and enhance St.Joseph's identity and small town character. Land Use 1.1 Develop a new set of urban Community Development, High design guidelines providing Planning Commission, &City guidance for form and Council character in each of the city's transect zones and that reflect the city's character. Land Use 1.2 Work to retain attractive, EDA&Historical Society High historic buildings within the downtown community. Land Use 1.3 Create regulations that blend Community Development, High new developments into the Planning Commission,&City existing character of the Council streetscape. Land Use 1.4 Ensure community gateways Community Development, High are welcoming and attractive. EDA, Planning Commission, Work to improve Park Board&City Council attractiveness of primary gateways and corridors, especially CSAH 75 and Minnesota Street. Gateway elements could include landscaping, lighting, signage, street furniture, public art and innovative streetscape improvements. Land Use 1.5 Create regulations that Community Development, High support pedestrian-oriented Planning Commission, park development and spaces to board &City Council create a well-designed community that is welcoming, healthy and safe,The focus of these efforts should be directed in the downtown and urban areas. Land Use 5.3 Collaborate with St. Joseph Administration High Township to help ensure land use decisions in areas likely to become urban in the future don't hinder future provision of services. Land Use 5.4 Continue to plan for Administration High necessary infrastructure improvements through a capital improvement plan. Land Use 5.5 Collaborate with Stearns Administration, Community Medium County and St. Joseph Development, Planning Township to minimize Commission conflicts between agriculture and non-farm uses through local ordinances Land Use 5.6 Consider completing a Community Development& Medium natural resources inventory City Council (NRI)to identify the location, quantity and quality of natural resources within the City and annexation area. Such information can be used to prioritize areas for protection and preservation as urban development occurs. Upon completion of an NRI, consider the creation of an environmentally sensitive areas ordinance. Economic 1.7 Attract larger businesses. Economic Development High Create strategic plans to Authority attract large businesses that require a large employee base. New businesses should reflect the values, visions, needs of the St. Joseph community. If possible, businesses should consider brownfield sites to revitalize existing areas. Goal 4: Retain and attract residents. Economic 4.1 Explore the extension of Administration &City Council High public transportation. Public transportation should create mobility to all major parts of the City and be accessible to all residents and visitors. Economic 4.2 Accommodate a variety of Community Development, High housing types.Accommodate Planning Commission& City housing for all ages, including Council a variety of housing types, including single-family, multi- family and mixed-use developments. Economic 4.3 Recruit technology Economic Development High businesses. Goal 5: Strengthen the downtown as a center for historical and cultural history.
