HomeMy WebLinkAbout[03] Minuites St Joseph Park Board Minutes October 22, 2018 6:00 p.m. St. Joseph Government Center Members Present: John Anderson (Chairman), Marguerite Fogarty (Secretary), Andrew Deuhs, Jodi Keehr, Terry Thene (Staff Liaison),Sharon Rennie, Rick Schultz (City Council) 1. Call to Order: 6:02 p.m. 2. Approval of Minutes: Approved 3. Approval of Agenda: Approved, with addition of Eagle Scout Presentation, 2019 Meeting Schedule, budget 4. Eagle Scout Presentation: Devon Meyer, a St. Joseph Boy Scout from Troop 84, presented a community-based plan which would be part of earning his Eagle Badge. Devon proposed a project in which he would put up 4- 6 interpretive signs that have descriptions of local plants and animals in the area to be completed by August of 2019. Our recommendation was to designs signs for Klinefelter Park. Steve Heyman’s name was given to Devon to help with information about plantings in that park. Terry suggested he speak with Northstar Signs for design ideas. A motion was made to allow Devon to proceed with the project. Given our permission, he will go to the Scout Council for their approval. 5. Treasurers Report: Undesignated dollar amount is $44, 466.24. Changes made to the budget included a Skate Park. Lori shared pictures of Skate parks. Discussion included a plan where current equipment could be placed on a concrete slab. A possible location could be behind the Community Center. After discussion, the following plan was laid out: 2019-2020; current equipment goes onto the hockey rink. 2021; if money is available, develop a new Skate park once location has been decided. East Park qualifies for half cent sales tax money. Money has been budgeted for Phase One of East Park. A potential project may include a Park Dedication Fund, unless they add trails to their plan. The goal for next year is to get East Park started, while looking for bonding. A motion was made to approve the budget. The motion carried. 6. Liaison Reports: A. Rick Schultz: The Annexation Agreement has been signed. A candidate forum will be held at the Government Center on October 30. B. Terry Thene: The Parks are winterized. The softball park has a leak in the irrigation system. The St. Joe Rec has been informed. The closing of the Compost area is dependent on weather. 7. Old Business: A. Natural Grasses and Tree Planting East Park-Review of Quotes Quotes studied came from “Prairie Restoration” with a bid of $73,800, and “PrairieScapes” with a bid of $20,000. Discussion included issues of the presence of Siberian Elm and that we should wait to plant the prairie. Hardwoods could be planted this fall. The motion was made to accept “PrairieScapes” proposal to begin work this fall. The motion passed. This motion will go before the City Council. B. Pickleball Report: Lessons on the 2 courts have been offered and a waiting list is the result. Due to the popularity, we may have to designate one night a week for Pickleball at the Community Center. C. Skate Park See Treasurer’s Report D. Other Old Business None. 7. New Business: A. Tour of Community Center: The Board toured the Community Center. The Newsleader is going to do an article on gym hours. WJON will also name these hours. The current hours are 9:00-1:00 on Saturdays and Tuesday evenings. B. 2018-2019 Meeting Schedule: Meetings will be held tentatively at the Government Center. Changes to the schedule will be made several months in advance.
