PREVIOUS COUNCIL ACTION: Council hired Carl Brown Consulting to conduct a comprehensive
rate study of the water and sewer fees in 2016. City council entered into a 3-year contract with Republic
Services in 2018. The current contract is set through 12/31/20.
BACKGROUND INFORMATION: The 2019 draft fee schedule is included in the packet for the
Council to review and consider calling for fee schedule public hearing on Dec. 3rd
The proposed changes are highlighted in yellow on the fee schedule. Comments on the changes follows:
General Fees
Labor Rate—Staff recommends charging a lower rate for Seasonal employees and Reserve officers. The
general labor rate includes benefits paid to full time employees that do not relate to Seasonals/Reserves.
Small Cell Wireless Antenna—State passed new law in their 2017 Legislative session allowing small cell
towers to be installed in city right of ways, including on utility poles. The city can permit the use, charge
rent and require the cell tower companies to pay the electricity to operate. The city has not been
approached for a permit,but would like to be proactive in case proposals come in. The only fee not
previously passed are the rent fees. Staff suggests$150 for the rent fee as per State Statute.
Impound Fees—The impound fee is charged to cover staff time to pick up and transfer a dog to the kennel
in Sauk Rapids.
Land Use Disturbance—The City charged this fee prior to the last recession, but opted to remove it to
spur construction. The area cities all charge this fee for new SF construction(primary structure), and
non-SF structures. Staff reviews erosion control for the site prior to construction.

Appendix C—Utility Rates
Water Usage/Line Charge—No change proposed for 2019. Recent WAC/Trunk fees plus the recent rate
increases are anticipated to cover operations and debt charges.
Sewer Usage/Line Charge—Slight usage rate increase proposed for 2019(and another in 2020). Increase
is much less than anticipated when Carl Brown Consulting computed the future rates due to recent
SAC/Trunk fees collected. One St. Cloud debt rolls off in 2018, one in 2019 and one in 2020. The next
St. Cloud project is not anticipated until 2027 depending upon development.
Refuse-Staff recommends charging a separate recycling rate versus refuse rate. The recycling rate is
currently included in the refuse rate ($6/month). Separating the recycling allows for a reduction in the
sales tax charges of$1.17/bill. The proposed 2019 and 2020 rates allows for buying down some of the
approximately $275,000 reserved balance.
Street Light Utility-Recommend slight increase to cover operating costs.
Storm Water-Recommend increase rates to cover costs. Council opted to reduce the 2018 rates to use
reserved balances. Reserved balances will still be used to fully fund the storm water operations for the
next couple years. Staff recommends stepping the rates up to get back to fully funding operations in the
next few years. The non-single family user fees are based on the runoff formula in the ordinance.
The table below shows the impact of the utility fees for the average residential and commercial users.

Staff met with SCAWAC to go over budgeted items. Sewer treatment increased significantly due to the
new biosolids(NR2)treatment operations. St. Cloud anticipates future years will be lower once enough
by-products are produced and sold to consumers. The projects currently being paid for listed on the next
page represent St. Joseph's share only. The letters in orange are the cities that participated in the stated
project. St. Cloud mentioned the City of Foley requested estimates if they would connect to the St. Cloud
system versus construction of a treatment plant on their own. The area cities posed questions and made
no commitment to allow another city join. Future treatment capacity projects may be moved up if Foley
joins. Also listed on the next page are the sewer and water debts issued by the City of St. Joseph.

Appendix D—Other Utility Fees
Water Meter- Staff recommends increasing the meter fees based on preliminary estimates provided by
the distributor. The distributor does not get actual costs until February the following year. The fees are
suggested based on what they are hearing the rates could be.
Sewage Dumping—This charge is for illegal dumping into the City's wastewater system. The increase is
proposed based on the increase suggested in the wastewater rates.
Appendix E—Compensation
Election Judges—Staff recommends increasing the election judge pay to $15 per hour. The training and
knowledge required, plus the long days scheduled to work warrant a wage increase, and is reasonable to
be higher than door attendants/skating rink supervisors. The pay is similar to what area cities pay.
Door Attendant/Rink Supervisors—Under current economic climate,hiring entry level workers at lower
rates is causing no one to apply for the positions. Staff recommends to increase the rate of pay to
$12/hour to be able to find responsible persons to staff these positions.
Seasonal Workers—Similar to the beginning rate of pay for the door attendant and rink supervisors,
seasonal maintenance staff is difficult to find at the lower rate of pay. Those looking for this type of work
are applying at other cities or seasonal businesses for a higher rate of pay. Staff suggests step one of the
maintenance worker rate of pay since the worker is required to have the skills required to operate some
city equipment.

presented their 2019 budget requests to the city council the past few months. The Fire Board did not
amend their preliminary budget at their November meeting.
PREVIOUS COUNCIL ACTION: Council adopted the preliminary 2019 budget/levy on September
17,2018. Council reviewed the draft enterprise budget at their November 5,2018 council meeting. The
capital plans were reviewed since August. Council agreed to hiring S.E.H.to complete a feasibility study
for the 2019 street improvements, including phase II of the alley improvements.
BACKGROUND INFORMATION:
Stearns County informed the City the preliminary tax rate and market value in October. The Net Tax
Capacity was slightly better than shown when the preliminary levy was adopted. The NTC increased
8.04%,with the levy up$168,690,the tax capacity rate is estimated to be 61.183%(0.28%decrease). To
achieve a 1%change in the tax rate, a levy decrease of$39,000 is needed. Below is a chart of the area
jurisdictions. The cities to not expect big changes are planned before the final budgets/levies. A couple
of the cities indicated slight decreases may be adopted. For St.Joseph residents,the total tax levy rate is
estimated to decrease 2.63%(line items highlighted in gold below).

Discussion items in the budget:
The levy includes $60,000 for the public works shop expansion. The previous maintenance
shop debt was paid in full. Council anticipated the expansion once the other debt was paid. The
$60,000 was the annual debt levy on the original shop. It is easier to continue the levy versus
trying to add it back at a later date. The current levy impact is 1.56%tax capacity rate.
The proposed fees cover a portion of the operational budgets and should be reviewed together.
—Final fire contribution allocations will be computed in early January once final market values
are reported from Stearns County for all three jurisdictions.
The Council reviews dues and memberships every couple years. Attached are the memberships included
in the 2019 proposed budget.
1. The Greater St. Cloud Development Corp was budgeted in the EDA operational expenses for
2019. The past couple years the EDA opted to participate in the budget using the unused EDA
capital budget. The GSCDC provides an annual summary of what they have accomplished for
Central Minnesota. The EDA recommends St.Joseph to continue participating in the GSCDC.
2. RSVP dues are set at the request of the organization. For 2019,a suggested$5,800 contribution
from the City of St.Joseph will cover St.Joseph volunteer costs.
3. Coalition of Greater MN Cities: The City opted to join this group in 2015 using reserved balances
from the refuse fund. CGMC provided a 3-year window of reduced rates to assist with the City to
budget the membership fees. The City now covers 100%of the full membership dues with
General fund levy. The City opted out of the additional environmental legal fees requested.
4. The Whitney Senior Center reimbursements the City pays totals$1,000 for 25 St.Joseph senior
citizens. The current reimbursement request is higher than 25 members.
