HomeMy WebLinkAbout[04a] Minutes, 2018 Nov 26 November 26, 2018 Page 1 of 1 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in a workshop session on Monday, November 26, 2018 at 5:00 PM in the St. Joseph Government Center. Members Present: Acting Mayor Dale Wick. Councilors Bob Loso, Troy Goracke, Anne Buckvold. City Administrator Judy Weyrens City Representatives Present: City Attorney Tom Jovanovich, City Engineer Randy Sabart, Police Chief Dwight Pfannenstein, Finance Director Lori Bartlett, Community Development Director Therese Haffner, Public Works Director Terry Thene. Acting Mayor Dale Wick called the workshop to order and stated that the purpose of the workshop is to discuss items of concern and that action will not be taken at this meeting. The Council discussed the following: Organizational Study: Weyrens stated that Flaherty and Hood are continuing to work on the revised compensation study. All the jobs have been reviewed by the Department Heads and from those descriptions a new organizational chart has been prepared. The next step in the process is establishing the points and the pay scale. It is anticipated the study will be completed shortly. Industrial Park: Weyrens updated the Council that the developer, Cory Ehlert and Kevin Cox, have yet to sign the Memorandum of Understanding regarding the ROW needed for the proposed th Industrial Park. While the developer indicated they had access to 19 Avenue, it appears as they have reached an impasse with the property owner regarding the price. The Developers are questioning if the City would provide additional funding to the project. The Council expressed concern as the City has already committed to contributing $ 40,000 in Engineering and have secured a grant in the amount of $ 1,245,000 including the expenses for time spent securing the funding. While they Council agreed the project is important to the City, they do not wish to supplement the project with additional funding. The Council also expressed concern that the MOU has not been executed and requested Weyrens have it executed before the next council meeting. Department Updates: The Council spent the remainder of the meeting receiving and update for each department. Adjourn: The meeting was adjourned by consensus at 6:30 PM Judy Weyrens Administrator
