The project locations are illustrated on Figure 1. STJOE 147693 Page 1 2 Feasibility Having investigated the facts relating to construction of the proposed improvements, it is my opinion from an engineering perspective that the proposed project is feasible, cost-effective, and necessary. 3 Background The proposed streets in the table above have been identified in the City’s 2008/2012 Pavement Management Improvement Plan and the City’s 2019 Capital Improvement Plan for scheduled surface and/or utility improvements. Preventive and corrective pavement maintenance activities and surfacing improvements to existing streets are evaluated on pavement surface conditions, pavement age, the functional classification (i.e. local street or collector street), and the age and condition of underlying utilities. The goal of preventive maintenance activities is to extend the pavement’s useful service life prior to the onset of fatigue-related pavement failure and the need for more costly reconstruction activities. 3.1 Overlay A bituminous overlay is used on all types of roadways for functional improvements including enhanced smoothness, friction, and profile of the roadway. Overlays are applied over stable pavements with a sound (gravel/subsurface) base where visible surface distresses may include moderate to extreme raveling, longitudinal and transverse cracks, and a moderate amount of existing patching in good condition. Depending on the traffic levels, an overlay will help extend the service life of a bituminous street an additional 10- to 12-years when combined with other maintenance techniques. Overlays typically do not prevent reflective cracking from developing from the underlying pavement layers. Cracking may develop within one year of overlaying. 3.2 Mill and Pave A mill and pave is the process of removing the bituminous pavement while leaving the underlying aggregate material in place. The aggregate base will then be smoothed and compacted prior to paving new layers of bituminous pavement. A mill and pave operation is recommended where significant block cracking is occurring, but the pavement structure is still intact. Block cracks are interconnecting cracks that divide the pavement into “blocks” that may range in size from 1 foot by 1 foot to 12 feet by 12 feet in size. Block cracking is not due to excessive pavement loading and is usually associated with aging pavement. FEASIBILITY REPORT STJOE 147693 Page 2 3.3 Partial Reconstruction A full-depth reconstruction of the bituminous layers and the aggregate base includes either the excavation and removal, or reclaiming (pulverizing) and blending the in-place bituminous pavement and a portion of the underlying aggregate material to produce a uniform graded aggregate base. The blended aggregate base is removed and salvaged in order to excavate a portion of the material beneath the aggregate base, called the subgrade. Excavation of the subgrade area will allow for a thicker structural section to be constructed, while matching into the existing concrete curb and gutter elevations. After the excavation of the subgrade, the subgrade will be compacted and the salvaged blended aggregate base will be spread evenly across the subgrade and compacted. New layers of bituminous pavement will then be paved. Pavement reconstruction is recommended where severe pavement failures appear in the form of pavement displacement (i.e. significant potholes) or “alligator cracking,” especially in wheel paths or load- associated areas. 4 Existing Conditions 4.1 Pond View Ridge The streets in Pond View Ridge were originally constructed in 1991. Baker Street is a 36-foot wide urban section consisting of a 2.5-inch bituminous section overlying a 5-inch aggregate base. th The pavement section for the east half of Callaway Street, 13 Avenue SE, and the north portion of Pond View Lane consist of a 36-foot wide urban section, with a 2-inch layer of bituminous th overlying a 5-inch aggregate base. The pavement section for the north portion of 12 Avenue SE consists of a 44-foot wide urban section, with a 2.5-inch bituminous section overlying a 5-inch aggregate base. These pavement sections represent a light 7-ton design. The municipal utilities on Pond View Ridge were also originally constructed in 1991. The water th main is ductile iron (DIP) and consists of a 10-inch main on 12Avenue SE, an 8-inch main on th Baker Street, and 6-inch mains on Callaway Street, 13 Avenue SE, and Pond View Lane. The sanitary sewer consists of 8- and 10-inch gravity Polyvinyl Chloride (PVC) pipe on Baker Street thth and 8-inch gravity PVC pipe on 12 Avenue SE, 13Avenue SE and Pond View Lane. Staff have not reported problems and the utilities are operational and within their life expectancy. Pond View Ridge has natural elevation relief, which allows the streets to surface drain to very th limited storm sewer infrastructure at two locations, the intersections of Baker Street and 12 th Avenue SE and at Baker Street and 13 Avenue SE. The pavement is in poor condition and illustrates several distresses and weathering. The surface has deteriorated to a degree where it is no longer a cost-effective candidate for preventative maintenance activities. Last known preventative maintenance was a crack seal in 2013. FEASIBILITY REPORT STJOE 147693 Page 3 4.2 Pond View Ridge 3 The streets in Pond View Ridge 3 were originally constructed in 1997. The pavement section for the west half of Callaway Street, segment of Pond View Lane, and Cedar Court consist of a 36- foot wide urban section, with a 3-inch layer of bituminous with a 7-inch aggregate base. The th pavement section for the segment of 12Avenue SE consists of a 44-foot wide urban section, with a 3-inch bituminous section overlying a 5-inch aggregate base. These pavement sections represent a 7-ton design. Last known preventative maintenance was a crack seal in 2009 on thth Pond View Lane, Cedar Court, and 12 Avenue; a seal coat in 2010 on 12 Avenue; a seal coat in 2011 on Pond View Lane and Cedar Court; and a crack seal on Callaway Street in 2013. Cedar Court was also reconstructed in 2004, which consisted of the removal and replacement of the bituminous surface with grading improvements. The municipal utilities in Pond View Ridge 3 were also originally constructed in 1997. The water main is DIP and consists of a 6-inch main on Callaway Street and Pond View Lane, an 8-inch th main on Cedar Court, and a 10-inch main on 12 Avenue SE. The sanitary sewer consists of an 8-inch PVC gravity pipe on Cedar Court and Pond View Lane and a 10-inch PVC gravity pipe on th 12 Avenue SE. Callaway Street sanitary sewer consists of both 8- and 10-inch PVC gravity pipe. The utilities are operational and within their life expectancy. Pond View Ridge 3 has natural elevation relief, which allows the streets to surface drain to Baker Street to the north and Dale Street to the south. There is no storm sewer infrastructure within the subdivision. 4.3 Pond View Ridge 4 The streets and utilities in Pond View Ridge 4 were originally constructed in 1997 but the streets were constructed with thicker structural sections than Pond View Ridge 3. Dale Street, Cary Court, and the south portion of Pond View Lane have a 36-foot wide urban pavement section, with a 3.5-inch bituminous surface, 5-inch aggregate base, and an 18-inch granular subbase th layer with geotextile fabric. The south segment of 12 Avenue included in Pond View Ridge 4 has a pavement section consisting of 3.5-inches of bituminous and 7-inches of aggregate base. The pavement sections represent a 7-ton pavement design. Last known preventative maintenance th was a crack seal in 2009 followed by seal coats in 2010 on Cary Court and 12 Avenue and in 2011 on Dale Street and Pond View Lane. The utilities in Pond View Ridge 4 were also originally constructed in 1997. The water main is DIP and consists of a 6-inch main on Pond View Lane, an 8-inch main on Dale Street and Crestview th Court, and a 10-inch main on 12 Avenue SE. The sanitary sewer consists of gravity PVC pipe of th 8-inches on Dale Street and Cary Court, and 10-inches on 12 Avenue SE. The utilities are operational and within their life expectancy and staff have not reported any issues. Pond View Ridge 4 has natural elevation relief, which allows the storm water to surface drain to th catch basins located on Dale Street at the intersection of 12 Avenue SE and at mid-block th between 12 Avenue SE and Pond View Lane. FEASIBILITY REPORT STJOE 147693 Page 4 4.4 Roske Addition / Eastern Park Addition th 4.4.1 4Avenue NE th 4 Avenue NE, between CSAH 75 and Minnesota Street E, was last constructed in 1996. The pavement section consists of a 44-foot wide urban section, with a 3.5-inch layer of bituminous, overlaying an 8-inch aggregate base. The pavement section reflects a light 9-ton design. th The municipal utilities on 4Avenue NE were constructed in 1996 and consist of a 6-inch DI th water main and an 8-inch PVC sanitary sewer gravity main. 4 Avenue NE also has storm sewer ranging in size from 12- to 15-inch reinforced concrete pipe (RCP). The utilities are operational and within their life expectancy without any reports of issues. Last known preventative maintenance was crack sealing in 2009 followed by a seal coat in 2010 th on 4 Avenue NE. th 4.4.2 4Avenue SE and Western Court th The 4 Avenue SE and Western Court municipal utilities were constructed in 1972 and consist of 6-inch cast iron (CIP) water main pipe and 8-inch clay sanitary sewer gravity pipe. The storm th water surface drains to catch basins at the north end of 4 Avenue SE and to the south on Baker Street. The municipal utilities continue to be operational and without any reports of issues. Recent televising did reveal one service line with significant root intrusion between 122 and 126 th 4 Avenue SE. The root intrusion did not extend into the main line and did not affect the main line’s flow. th The pavement section for 4Avenue SE, between Minnesota Street E and Baker Street E, was th reconstructed in 1998. 4Avenue SE is a 36-foot wide urban section consists of a 3-inch bituminous layer overlying a 4-inch layer of reclaimed asphalt aggregate. The pavement section reflects a 7-ton design. Western Court was last reconstructed in 1998. The 36-foot wide urban section leading into a 40- foot radius cul-de-sac has a bituminous section 3-inches thick overlaying a 4-inch reclaimed asphalt base. The pavement section reflects a 7-ton design. Last known preventative maintenance was crack sealing in 2010 followed by a seal coat in 2011 th on 4 Avenue SE and Western Court. 4.5 Loso’s 3rd Addition 4.5.1 Elm Street West Elm Street W was constructed in 1969 and is a 36-foot wide bituminous section with a bituminous raised edge sluff curb. The structural section of the roadway is unknown and does not have record of preventative maintenance. The roadway surface drains to east to catch basins located on College Avenue N (CSAH 2). There is a sanitary sewer manhole constructed in 1969 on the west end at the alley and drains to the south within the alley. The sanitary sewer west of the manhole on Elm Street W is an 8-inch PVC gravity main constructed in 1969. The sanitary sewer then drains to the south into a 10-inch clay gravity pipe, which was also constructed in 1969. FEASIBILITY REPORT STJOE 147693 Page 5 Elm Street W is in poor condition and illustrates several distresses and weathering. The surface has deteriorated to a degree where it is no longer a cost-effective candidate for preventative maintenance activities. 4.6 Townsite Addition 4.6.1 Birch Street East Birch Street E is a 20-foot wide bituminous roadway with an unknown structural section between stnd College Avenue S and the alley between 1 Avenue NE and 2 Avenue NE. At the connection to College Avenue S on the west end, Birch Street E has 50-feet of curb and gutter with catch basins on both sides. The remaining segment of roadway east of the catch basins is a rural section (no curb and gutter). Within Birch Street E is a 6-inch CIP water main constructed in 1949 that also crossed to the north under a portion of CSAH 75 that connects to a newer 12-inch DIP water main st approximately 315-feet west of 1Avenue NE. Birch Street E is in poor condition and illustrates several distresses and weathering. The surface has deteriorated to a degree where it is no longer a cost-effective candidate for preventative maintenance activities. 4.6.2 Birch Street West Birch Street W was reconstructed in 2002. The reconstruction consisted of portions of sanitary sewer replacement, water main replacement, storm sewer replacement, and curb and gutter replacement. The pavement section consists of a 44-foot wide urban section, with a 4.5-inch layer of bituminous, overlying an 8-inch aggregate base. The pavement section reflects a 9-ton pavement design. The surface of Birch Street W shows moderate signs of wear for its age. The last known preventative maintenance was crack sealing in 2010 followed by seal coating in 2011. 4.6.3 Ash Street West Ash Street W was reconstructed in 2002. The reconstruction consisted sanitary sewer replacement, water main replacement, storm sewer replacement, and curb and gutter replacement. The pavement section consists of a 44-foot wide urban section, with a 4.5-inch layer of bituminous, overlying an 8-inch aggregate base. The pavement section reflects a 9-ton pavement design. The surface of Ash Street W shows moderate signs of wear for its age. Last known preventative maintenance was crack sealing in 2010, followed by seal coating in 2011. st 4.6.4 1 Avenue NW st 1 Avenue NW was reconstructed in 2002. The reconstruction consisted of water main and storm sewer replacements with portions of curb and gutter replacements. The pavements section consists of a 44-foot wide urban section, with a 4.5-inch layer of bituminous, overlying an 8-inch aggregate base. The pavement section reflects a 9-ton pavement design. FEASIBILITY REPORT STJOE 147693 Page 6 The bituminous surface shows moderate signs of wear for its age. Last known preventative maintenance was a crack seal in 2010 followed by a seal coat in 2011. 4.7 Block 7 Alleys Block 7 alley surface consist of both bituminous and aggregate surfaces. The south and east alley legs consist of aggregate surfaces between 14- and 16-feet wide with concrete aprons at nd the intersections of W Minnesota Street and 2 Avenue NW. The west leg consists of a rural 16- foot wide paved surface extending east past the well house. The paved portion was constructed in 1988 with an existing typical section of 2-inches of bituminous overlying a 6-inches aggregate base. nd A pre 1988 8-inch CIP water main in the east alley leg of Block 7 extends west from 2 Avenue NW to the well house, and an 8-inch DIP water main extends from the well house to the west to rd 3Avenue NW. An 8-inch vitrified clay pipe (VCP) sanitary sewer gravity line runs through the Block on the east and west legs. The sanitary sewer pipes were recently televised and root intrusion in the mainline and at the service connections was evident. One intrusion resulted in a partial blockage of the sewer main. The televising also revealed a number of minor pipe sags in the line along with one cracked pipe. The aggregate surfaced alley legs on Block 7 require regular maintenance by City staff in order to maintain good condition. The bituminous surface alley leg is exhibiting regular cracking and heavy wear with exposed aggregate. 4.8 Block 8 Alleys Block 8 alley surface consist of both bituminous and aggregate surfaces. The north and west alley legs consist of an aggregate surface between 14- and 15-feet wide with concrete aprons at nd the intersections of 2 Avenue NW and W Ash Street. The south and east legs consist of a 20- foot wide bituminous section consisting of a 3.5-inch bituminous sections overlaying a 6-inch aggregate base, which was constructed in 1992. A pre 1988 8-inch CIP water main exists on the west alley leg and an 8-inch DIP water main constructed in 1992 on the east and south alley legs. The west alley leg has an 8-inch VCP nd gravity sanitary sewer line connecting to a manhole located on 2 Avenue NW. The sanitary sewer pipes have been recently televised showing minor root intrusion with one crack near a service connection. A segment of the gravity sanitary sewer 222 feet west of manhole 39 at mid- nd block to 2 feet east of manhole 46 in 2 Avenue NW changes material where the televising describes the pipe material as unknown. st A storm sewer catch basin extends west from 1Avenue NW into the east alley leg, which was reconstructed in 1992 to collect the surface drainage from the inverted crown. The aggregate surfaced alley legs on Block 8 require regular maintenance by City staff in order to maintain good condition. The bituminous surfaces are in poor condition with areas of pot holes, cracking, and a worn surface with exposed aggregate. The bituminous alleys are beyond improvement by regular maintenance. FEASIBILITY REPORT STJOE 147693 Page 7 4.9 Memorial Park Baseball Pavilion Parking Lot The Memorial Park baseball diamond pavilion parking lot is a bituminous parking lot with a concrete sidewalk on the north edge. The concrete sidewalk between the bituminous surface and the pavilion has pulled away from the pavilion and cracked in some areas. The parking lot bituminous surface is in poor condition and illustrates several distresses and weathering. The surface has deteriorated to a degree where it is no longer a cost-effective candidate for preventative maintenance activities. nd 4.10 Birch Street West and 2 Avenue NW Crosswalk nd The intersection of Birch Street W and 2Avenue NW currently does not have any cross walk markings or ramps for refuge. The intersection separates access to Centennial Park to the northwest, Monument Park to the south west, and a convenience store on the north east corner. Due to the recreational opportunities in the area, this intersection experiences frequent pedestrian activity. 4.11 Hollow Park Addition 4.11.1 Old Highway 52 Old Highway 52 was reconstructed in 1994. The southern 1000 lineal feet of pavement consists of a 32-foot wide urban section, with a 3.5-inch bituminous section overlying a 5-inch aggregate base. The concrete curb and gutter was also constructed in 1994 and is in good condition. The northern 400 lineal foot segment of pavement section consists of a 22-foot wide rural section and was overlaid in 1994 with a 2-inch bituminous section. There is currently the original 6-inch CIP water main in place between 170 feet north of Birch Street and the western leg of Cypress Drive, the southeastern most 170 lineal feet of water main was replaced in 2014. The sanitary sewer consists of 430 feet of clay pipe north of Cypress Drive and 325 feet of PVC south of Cypress Drive, which was constructed in 2014. The clay sanitary sewer pipe was recently televised, which revealed multiple points of root intrusions and sags. One root intrusion in particular was described in the televising as blocking 70 percent of the flow. The surface of Old Highway 52 is in poor condition and illustrates several distresses and weathering. The surface has deteriorated to a degree where it is no longer a cost-effective candidate for preventative maintenance activities. 4.11.2 Cypress Drive Cypress Drive was originally constructed in 1975, and treated with a seal coat in 1986, bituminous overlay in 1995, crack sealing in 2009, and another seal coat in 2010. Cypress Drive is a 36-foot wide urban section consisting of a 2-inch bituminous section overlying a 5-inch aggregate base that reflects a 7-ton pavement section. The curb and gutter was also constructed in 1975 but remains in good condition. Cypress Drive has a 6-inch DIP water main constructed in 1975 and an 8-inch PVC sanitary sewer gravity line. The area has two sets of storm water catch basins with reinforced concrete pipe ranging in size from 12- to 36-inches. FEASIBILITY REPORT STJOE 147693 Page 8 The surface of Cypress Drive is in poor condition and illustrates several distresses and weathering. The surface has deteriorated to a degree where it is no longer a cost-effective candidate for preventative maintenance activities. 4.12 Jade Road Jade Road, south of Kennedy Community School, is a 24-foot wide rural section roadway with 2.5-inches of bituminous supported by an 8-inch aggregate base. There are no municipal utilities located south of Kennedy Community School on Jade Road. The surface of Jade Road is in poor condition and illustrates several distresses and weathering. The surface has deteriorated to a degree where it is no longer a cost-effective candidate for preventative maintenance activities. 5 Proposed Improvements 5.1 Pond View Ridge The proposed street improvement for Pond View Ridge is to reconstruct the street by reclaiming (pulverizing) the existing pavement structure between the curb lines to a depth of approximately 6-inches. The pulverized aggregate mixture will be salvaged and removed in order to excavate and additional 6-inches to accommodate a thicker structural pavement section of 4-inches of bituminous supported by an 8-inch aggregate base. The proposed structural section will meet the design requirements for a 9-ton road. 5.2 Pond View Ridge 3 A bituminous overlay is proposed for the roadways included in Pond View Ridge 3. The roadways in Pond View Ridge 3 are nearly 20-years old and an overlay will help to achieve the full 30-year life expectancy. To accommodate the extra thickness of bituminous on top of the existing surface, the outside 6-feet of bituminous pavement surface next to the concrete gutters will be milled down approximately 1-inch to allow the new pavement layer to be paved more closely to the concrete gutter pan surface. 5.3 Pond View Ridge 4 Similar to Pond View Ridge 3, the Pond View Ridge 4 roadways are also nearly 20 years old and an overlay is proposed to extend the pavement life expectancy. Same as Pond View Ridge 4, the outside 6-feet of bituminous pavement surface next to the concrete gutters will be milled down approximately 1-inch to allow the new pavement layer to be paved more closely to the concrete gutter pan surface. 5.4 Roske Addition / Eastern Park Addition th 5.4.1 4Avenue NE th A mill and pave approach is recommended for 4Avenue NE. The entire bituminous section will be removed while the current 8-inch aggregate base will be left in place and compacted. The proposed pavement thickness of 4-inches of bituminous will be paved in two 2-inch layers, and will maintain a 9-ton design strength rating. FEASIBILITY REPORT STJOE 147693 Page 9 th 5.4.2 4Avenue SE and Western Court th Similar to Pond View Ridge 3 and 4, a bituminous overlay is proposed for both 4 Avenue SE and Western Court. The roadways are currently 20-years old and an overlay will help extend the pavement life expectancy. The outside 6-feet of bituminous pavement surface next to the concrete gutters will be milled down approximately 1-inch to allow the new pavement layer to be paved more closely to the concrete gutter pan surface. rd 5.5 Loso’s 3 Addition 5.5.1 Elm Street West Pavement reconstruction is proposed for Elm Street W. The reconstruction will consist of pulverizing and salvaging 4-inches of material. An additional 5-inches of subbase material will be excavated to provide for a thicker pavement structural section. A 6-inch aggregate base will then be constructed to support 3.5-inches of bituminous pavement. Concrete curb and gutter will be constructed in place of the raised bituminous sluff curb. This design meets a light 9-ton structural section. The Baggenstoss parcels to the north west of the intersection of Elm Street W and College Avenue N (CSAH 2), are currently not served by municipal sanitary sewer or water. In addition to the street reconstruction, it is proposed to extend a 12-inch water main under College Avenue N (CSAH 2) to the water tower where it will connect to an existing 12-inch water main leg on Elm Street E as displayed in Figure 4A. The proposed water main will provide city water for the Baggenstoss parcel on the north side of Elm Street W. st In the future, the proposed 12-inch water main on Elm Street W will be extended west to 1 st Avenue NW, and then south on 1 Avenue NW and across CSAH 75 where it will connect to an existing 12-inch water main at Birch Street and complete a trunk water main loop in the system. It is proposed to replace a portion of the existing clay sewer in the vicinity of the street improvement with PVC sanitary sewer pipe and add sewer service connections for the Baggenstoss parcel north of Elm Street W. 5.6 Townsite Addition 5.6.1 Birch Street East The proposed improvement for Birch Street E is a reconstruction by reclaiming and salvaging 3- inches of bituminous aggregate mixture. 6-inches of subgrade would be excavated to provide the depth needed for a light 9-ton structural section consisting of 3.5-inches of bituminous over a 6- inches of aggregate base. In conjunction with the street reconstruction, it is proposed to replace the existing CIP water main. A new 8-inch DIP water main would be constructed in its place following the alignment of Birch Street E as depicted in Figure 4B. The 8-inch DIP water main would connect to the existing 12-inch DIP water main on Birch Street E and connect to an existing 6-inch water main at College Avenue N. FEASIBILITY REPORT STJOE 147693 Page 10 st 5.6.2 Birch Street West, Ash Street West, and 1 Avenue NW The proposed street improvements consist of an overlay and an edge mill of the outside 6-feet of pavement surface next to the concrete gutters to allow the new pavement layer to be paved more closely to the surface of the concrete gutter pan. 5.7 Block 7 Alleys The Block 7 alley legs are proposed to be reconstructed. The bituminous surface and the aggregate base of the west alley leg will be removed together with excavation of the aggregate surface on the east and south alley legs to allow for the construction of a new structural section. The proposed structural section will consist of 4-inches bituminous and 8-inches of aggregate base, similar to the improvements constructed in 2017. rd New storm sewer will be extended from 3 Avenue NW to the alley intersection at mid-block. Similar to previous alley reconstructions, the alley legs are proposed to be pave with an inverted crown to surface-drain runoff to the proposed storm sewer catch basin at the center of the block. The municipal utilities under the east and west alley legs will be replaced. The 8-inch clay sanitary sewer will be reconstructed with 8-inch PVC with new service lateral connections. The nd existing CIP water main between the pump house and 2 Avenue NW will be replaced with 8” DIP and connect to the existing DIP water main west of the pump house. 5.8 Block 8 Alleys Similar to Block 7, the Block 8 alleys are proposed to be reconstructed and paved with 4-inches of bituminous overlaying 8-inches of aggregate base. The proposed storm sewer will be extended north from W Minnesota Street into the south leg as shown in Figure 5A. The alleys will be paved with an inverted crown to allow for the storm water to surface drain down the centerlines of the alleys to the storm sewer catch basin on the east alley leg and the new proposed storm sewer catch basin on the south alley leg. With the exception of an isolated section, the sanitary sewer for Block 8 on the east and west nd alley legs is in operational condition. A spot repair is needed in the west alley leg near 2 Avenue NW. The CIP water main in the west alley leg and a section in the east alley leg is proposed to be replaced with 8-inch DIP to match the rest of the existing water main in the east and south alley legs. 5.9 Memorial Park Baseball Pavilion Parking Lot The proposed improvements for the parking lot are to remove and replace the bituminous surface rd up to 3Avenue NW and replace the concrete walk at the pavilion. The bituminous surface will consist of 3-inches of bituminous and 6-inches of compacted aggregate base. A concrete valley rd gutter for drainage will be added at the entrance of the parking lot along 3Avenue NW to ensure drainage continues to the north along the park entrance. nd 5.10 Birch Street W and 2Avenue NW Crosswalk Concrete pedestrian ramps for pedestrian refuge are proposed at all four corners and crosswalk striping. FEASIBILITY REPORT STJOE 147693 Page 11 5.11 Hollow Park Addition 5.11.1 Old Highway 52 The proposed improvement for Old Highway 52 is to reconstruct the pavement by reclaiming and salvaging 8-inches of the existing structural section. The clay sanitary sewer will be reconstructed with 8-inch PVC pipe and connecting into the improvements made in 2014 with the Park Terrace Improvements project. The reconstruction of the sanitary sewer at the southeast end of Cypress Drive and at Old Highway 52 will also allow for the abandonment of the back yard sewer system currently in service. The 8-inches of salvaged reclaimed material will then be placed and compacted. 4-inches of bituminous pavement will be paved to create a 9-ton pavement design. 5.11.2 Cypress Drive The Cypress Drive improvements will consist of a reconstruct between the concrete curb and gutter with an addition of sanitary sewer as shown in Figure 6A. The extension of the sanitary sewer up to Old Highway 52 will allow the City to abandon the sanitary sewer through the side and back yards of nearby residential properties. Cypress Drive will be reconstructed to meet a light 9-ton structural design consisting of 3.5- inches of bituminous over 8-inches of aggregate base. The aggregate base will be composed of the reclaimed salvaged material along with virgin aggregate. 5.12 Jade Road Since adjacent property is not proposed for development and ready for extension of municipal utilities, Jade road is proposed to be resurfaced using reclaim and pave techniques. The roadway will be reclaimed to a depth of approximately 8-inches, compacted, and overlaid with 4-inches of bituminous. Once paved, pavement marking will be placed atop the new bituminous surface as well as re- striping north to Country Road 121. 5.13 Other Improvements Since the proposed improvements amount to more than routine street maintenance activities and are considered an alteration within the public right-of-way, it is recommended the sidewalk pedestrian ramps within the project construction limits be updated to comply with Title II of the Americans with Disabilities Act of 1990. In order to maintain compliance with the sign reflectivity requirements of the Minnesota Manual of Uniform Traffic Control Devices (MMUTCD), both regulatory and street name sign panels are proposed to be replaced where needed. Since many of the lots abutting the project are regular shaped, the frontage methodology will be applicable. For frontage assessments, rectangular interior lots are assessed the frontage equal to the dimension of the side of the lot abutting the improvement. Rectangular corner lots are assessed 100% of the short side footage of the lot abutting the improvement and 50% of the long side FEASIBILITY REPORT STJOE 147693 Page 13 footage of the lot abutting the improvement. Irregular shaped lots, the “frontage” shall be equal to the average width of the lot. The City’s assessment policy describes that it will specially assess properties that have been previously assessed for improvements up to 60% of the total project cost and to subsidize the remaining percentage with City funds. However, if the improvement includes the construction of new curb and gutter that did not previously exist (versus replacing curb and gutter), the benefitting property shall be assessed for 100% of the curb and gutter costs. Alley improvements in residential neighborhoods will be assessed up to 90% of the total project cost while commercial areas shall be assessed up to 100% of the total project cost. The City’s assessment policy describes subsurface improvements, such as water main or sanitary sewer, for which the assessment rate shall be equal to the assessable costs of the project divided by the total number of assessable units benefited by the improvements. For projects involving the reconstruction or replacement of existing sanitary sewer or water main utilities within single-family residential areas, the assessment rate to be applied against each individual property shall be up to 60% of the per full unit charge.
