PREVIOUS COUNCIL ACTION: Council adopted resolution 2011-014 declaring 10 performance
measurements as developed by the State's Council on Local Results and Innovation. The Council
declared the 2018 survey questions in January 2018.
BACKGROUND INFORMATION: The 2010 State Legislature passed Statute §6.91 allowing cities
to participate in a standard measures program to provide communication to its citizens on annual basis.
The Legislature directed the State Auditor to establish a committee to identify ten(10)standard
measurements as the minimum measurements each city should adopt. A copy of the committee's report
can be found on the State Auditor's website.
The City declared the minimum ten(10)performance benchmarks listed in the report prior in 2011 for the
City to be eligible for a per capita reimbursement of$0.14 per capita annually. For 2018,the survey was
conducted and results received prior to July 1, 2019 to be eligible for the 2019 per capita reimbursement.
The results of the November 2018 survey are enclosed and are available on the City's website. The
survey includes comments from 9 respondents. Only city residents were allowed to respond and duplicate
responses were not allowed. The State Auditor's office requires a 2019 resolution to accept the results
prior to July 1,2019.
BUDGET/FISCAL IMPACT: Appx. $995 reimbursement,no payable 2020 levy limits

Performance Measures Survey Results
Whereas,pursuant to Minnesota Statute 6.91 the St. Joseph City Council has adopted performance and
output measures recommended by the State of Minnesota's Council on Local Results and Innovation and
desires to continue with recommended performance measure guidelines and practices.
Now therefore be it resolved, the St. Joseph City Council adopted the following performance
measures initiatives:
1. That the City has adopted and implemented the minimum 10 performance measures developed by
the Council on Local Results and Innovation.
2. That the City has implemented a local performance measurement system as developed by the
Council on Local Results and Innovation.
3. That the City will report the results of the 10 adopted measures to its residents before the end of
2019 on the City's Website.
4. That the City has surveyed its residents on the services included in the performance benchmarks
and intends to periodically (at least biennially) repeat the survey of its residents to gauge
changes in the performance benchmarks.
5. That the City accepting the results of the performance measures survey conducted in November
2018.

The following comments were received from survey respondents.
Other City Services Comments:
* City Services do not meet the level of taxes that the city citizens are expected to pay. So far I do
not see the value for the taxes paid. A good start of improving city services would be to keep
snow and ice cleared from the walking paths during the winter.
* The amount of fees continue to grow on top of the high taxes to live here just to support the
basic services. 40%of my utility bill just goes to fees. Poor fiscal choices are made by the
council at every meeting. We are now required to pay a fee to use our community center after
paying taxes to purchase it. Soon we will be charged a fee just to use the parks and trails. This
is not good economic health.
* I feel that the mayor and council don't listen to the citizens and have predetermined decisions
made without correct information when it comes to city services.
* I'd like to see the city compost site be around ten dollars or have a fee for say five years or ten
years priced accordingly. It would be great to see St. Ben's have a discounted housing rate for
girls who are already residents of the city or allow them to waive the housing costs if they live at
home. Could be a great"benefit" or keeping local residents in the area for years to come too.
* Side residential streets frequently take days to plow snow.
