PREVIOUS COUNCIL ACTION: The City and Township of St.Joseph have executed an
agreement that allows for the annexation of a large portion of the Township. The agreement includes the
maintaining of Township level services as they continue to be taxed at the Township rate.
BACKGROUND INFORMATION: The annexation of the northern portion of the St.Joseph
Township includes the streets in this area. Currently these streets are plowed under contract by Astech. I
have talked with Astech and asked for pricing to continue their plowing services for this area.Its
estimated on an average snow fall of approximately 2 inches of snow takes 4.5 hours to plow. With the
plowing of the snow it's estimated to take 10 tons of salt per snow event. Depending on the type and
amount of snow could result in more hours and salt/sand required.A two-inch snow is estimated to be
$2,092.00 per snow event. To maintain the current level of service for the annexed area and the current
City area this contract for plowing services should be continued. Currently the existing PW'S staff does
not have the equipment or the man power to efficiently complete this additional plowing mileage in a
timely manor to provide a safe pavement for motorist.
During the discussion of the impact of the annexation, it was acknowledged that snow removal is an event
based activity that cannot be planned. It seemed to make sense to contract the snow removal and further
evaluate. The residents would continue to receive the exact same service they received in the Township.
BUDGET/FISCAL IMPACT: The City will receive revenues in 2019 from the Township area to
include Franchise Fees(Cable, Electric, Gas),Mining/Gravel Tax, and Solar Revenue.

REQUESTED COUNCIL ACTION: Requesting the continuation of the Astech plowing contract for
maintaining current level of service for residents in the annexed area.
