BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The St. Joseph EDA has been
working on the development of an Industrial Park to create shovel ready lots and assisted with the
securing of a BDPI Grant from DEED
PREVIOUS COUNCIL ACTION: The Council has been working with the EDA to develop a shovel
ready Industrial Park.
BACKGROUND INFORMATION: The City has been working with CLC Partners to develop a
shovel ready industrial park. The City has secured a BDPI Grant in the amount of 1.245 M for public
infrastructure. The grant is a matching grant and the match portion is projected to be assessed/charged to
the lots being developed,with the Developer responsible for the repayment of the assessments. The
process for issuing bonds requires a series of resolutions and processes, of which the first is requesting the
Engineer to prepare a feasibility study. Staff has been working with the developers,property owners and
EDA for Spring construction.
BUDGET/FISCAL IMPACT: Engineering Study, cost to be paid by developer.

Ordering Preparation of Report on Improvement
2019 Industrial Park Development
WHEREAS, it is proposed to study the improvement of County Road 133 between 19th Avenue
NE and a point along CR 133 approximately 1,900 LF northeast of the intersection of 19th Avenue
NE and County Road 13 by constructing water main and street improvements; and the
improvement of portions of parcel 84.53794.0038 and undeveloped parcels 84.53350.0030,
84.53340.0027, 84.53340.0150, 84.53340.0132, 84.53350.0027, 84.53340.0130, 84,53350,0025,
and 84.53300.0211 east of 19th Ave NE and south of County Road 133 by constructing a new
industrial park with water main, sanitary sewer, storm sewer, storm water treatment, grading, and
urban street improvements. and to assess the benefited property for a portion of the cost of the
improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH,
MINNESOTA:
That the proposed improvement be referred to Randy Sabart, SEH, for study and that he is
instructed to report to the council with all convenient speed advising the council in a preliminary
way as to whether the proposed improvement is necessary,cost-effective, and feasible and as to
whether it should best be made as proposed or in connection with some other improvement, and the
estimated cost of the improvement as recommended.
