HomeMy WebLinkAboutPolice Department Annual Report 2018 St. Joseph Police Department Annual Report POLICE DEPARTMENT The St. Joseph Police Department is staffed with nine fulltime Post Licensed Officers and a Record Specialist. Despite being short one full time officer, the department responded to over 4,600 calls for service. Included with this report is a detailed listing of the incidents responded to by the officers. In looking at the report, three incident types have a significant change and they are: 1. Alcohol Minor Consumption – dropped by 76 incidents. The City and College have been working hard to address issues and help educate the students about the impacts. Last year the large events such as homecoming did not have as large of a service need as in past years. 2. Agency Assists – increased by over 130 calls for assistance. 3. Traffic Stops – decreased by 49, this is most likely related to being short one officer. 2018 HIGHLIGHTS The St. Joseph Police Department had a busy 2018 as calls for service have been increasing, which is the trend throughout law enforcement nationwide. Highlights of 2018 include:  July 2, 2018 Swearing in of Police Chief Dwight Pfannenstein  August 21, 2019, hiring of Officer Brent Fandel. Officer Fandel completed field training on October 31, 2019.  Established a policy to assure that all case files are closed in a timely manner. As of December 31, 2018 only four case files remaining open.  Converting from leasing squad cars to purchasing squads. As the lease comes due, the vehicle will be purchased an used in the fleet until the miles reach 100,000 when the warranty ends By the time the City purchases each car over the next four years  Established regular staff meetings bi-monthly  Balancing the needs of the City with regard to staffing by implementing practices to control overtime and comp time and to review the training needs of the City and the Officers, equalizing opportunities.  Worked with representatives of the College of St. Benedict and St. John’s University to help manage the off campus activities. 2019 INTIATIVES  Re-establish the positon of Sergeant, filing internally  Recognition that the call load will be increasing as trends indicate, but also due to the recent annexation of a portion of St. Joseph Township  Amend the Parking Ordinance to add clarification on the duration a vehicle can be parked on the street, what type of vehicles are allowed and when vehicles can be towed.  Identify the needs of the Community and work towards proactive policing rather than reactive. 2018 STATISTICAL DATA The records system is managed by Stearns County and while the last pages of this report are specific calls related to St. Joseph, the following charts are data for all of Stearns County.
