AGENDA ITEM: Grant Application — Requested Action: Authorize staff to work
the City of Waite Park to submit a grant application for SHIP funding creating a bike share program.

BACKGROUND INFORMATION: The City is aware of a grant opportunity made available through
Stearns County Public Health and the Statewide Health Improvement Partnership (SHIP). Grant priorities
include Healthy Schools, Healthy Food in the Community, Active Living, Tobacco Free Living,
Workplace Wellness and Healthcare. At this time approximately $15,000 is available to award in mini -
grants. The number of projects and amounts funded will be determined on the number of submissions
received and how those proposals align with Stearns County SHIP.
Applications are due no later than April 5, 2019. Projects must be completed and invoiced for no later
than September 30, 2019.
Staff has contacted the St. Cloud APO who has provided information on a bike share program and they
are excited to help the City. The City of Richmond has such a program and utilize a key process where a
key for a bike is checked out at the gas station leaving an ID. The bike are located near the trail and when
you are done you lock the bike and pickup your key. The alternative is using a bike station that is tied to
a credit card. The bike is unlocked when you insert your card and if you don't return the card is charged
for the bike.
The bikes range from S 300 to S 400, we still have to check on discount for multiple purchase. The City
of Waite Park is interested in partnering in the program as well. Additional financial information will be
presented at the meeting.

Current Programs Around the Area:

• 24-hour maximum rental period
• Late fees will be applied for overdue rental
• Bike Helmet Rental is also available
• This program is used by Bennies and Johnnies through:
a. Downloading an app onto their smartphones
b. Register using their student emails onto a private network system
c. Selecting the bike number, the bike will electronically unlock from
the rack once selected.
d. After use there are two return stations (SJU Sexton, and CSB Gorecki)
e. The user must end the rental on the application on their phones
otherwise the bike will not be available to others to rent
i If any issues are found on the bike they need to return the bike back to
a station and notify Outdoor Leadership Center (OLC) immediately

• Started in 2015
• Free bike share program
• All yellow bikes
• Runs May -September
• For use only during daylight hours
• Bikes are unlocked and at all stations are the Wilmar area
• 3 fix it stations
• 23 station locations
• 40 bikes at the beginning of the program to 70 bikes at the end of the program
• Phased out to create a formal bike share
• Problem with the yellow bike program (Running out of bikes, frequently used)
• Gap in personal transportation needs -kept the bikes in personal garages instead of
at the station locations
• A lot of kids using bikes for recreational use
• Thought the bikes would be used for more recreational use, but resulted in more
personal transportation needs
• Newer American residents used them more frequently
• Bike Share: Zagster Bike Share (40 bikes) used in Superior, Wisconsin/Duluth,
MN area (Costly for Wilmar)
• Koloni Company- Out of Iowa 40 bikes were purchased, set the price ($1 per
hour), 10 hub locations, app download, link on credit card, 3 fix it stations
• The new bike share program will be up and running this May 2019 in Wilmar,
MN
