AGENDA ITEM: Public Hearing, Conditional Use Permit—Roof Mounted Solar Panels
BACKGROLTND INFORMATION: Corey Linn, owner and All Energy Solar, applicant are
requesting approval of a conditional use permit to allow for roof-mounted solar panels on the house
located at 9115 Cayley Ct. in the River Ridge Estates subdivision. The property is located in the
Residential R-10 District within St. Joseph Township in the Orderly Annexation Area. Roof-mounted
solar panels are a permitted accessory use under Stearns County Land Use and Zoning Ordinance. The
Memorandum of Understanding Between the Township of St. Joseph and the City of St.Joseph(Joint
Powers Agreement)requires a conditional use permit for solar energy systems. Therefore, in the strict
interpretation,roof-mounted solar panels would require a conditional use permit as it does not
differentiate between building or roof-mounted solar panels, free-standing solar arrays, solar gardens and
solar farms.

NOTICE IS HEREBY GIVEN that the Joint Planning Board of St.Joseph Township and the City of St.
Joseph will be conducting a public hearing on Monday,March 11,2019 at 6:30 PM or shortly thereafter
in the St.Joseph Government Center,75 Callaway St E. The purpose of the hearing is to consider a
request for a conditional use permit to allow for roof mounted solar array panels.
The property under consideration is located at 9115 Cayley Ct. St. Cloud MN(St.Joseph Township)and
described as LOT 7,BLOCK 1 OF RIVER RIDGE ESTATES.The request has been submitted by Corey
Linn,owner and All Energy Solaz,applicant.
Written and oral testimony will be accepted and oral presentations will be limited to five minutes.

to be heard. Submit eight(8)8.5"xl l"or 11"xl7"copies of the site plan,along with an electronic copy showing the
property and dimensions,wetlands,floodplains,well and septic system,location of all existing and proposed structures
and their sizes,existing and proposed outdoor storage and display areas,existing and proposed screening, including
fencing and landscaping, location of all existing and proposed driveways,access roads,and parking areas, including
the type of surface(gravel,concrete,asphalt)and the number of parking spaces,and setbacks to property lines,
ordinary high water level,wetlands,etc.
Review and Decision by the Joint Planning Board.
The St.Joseph Joint Planning Board shall hold a public hearing on the proposed conditional use and will make a final
determination to either approve or deny the application.In the granting of approval,the Joint Planning Boazd may
impose conditions regarding the location,character and other features of the proposed building,structure or use as it
may deem necessary.
This application must be signed by all owners ofthe subject property.
