Subject:for April 15: Outdoor Special Events public hearing comments
Dear Judy:
Since I had to ask you what the June 22nd event was, and I learned it
has been going on for some years, it goes without saying that it
raises no concerns for me at all.
The St. Joseph Church festival, however, needs further comment.
I want to begin my remarks by expressing my gratitude to Rich
Schwegel, of St. Joseph Parish, who works very hard to accommodate
people like me who find the two-day celebration a difficult annual
event. I think those efforts have improved the event. However, I
continue to have concerns that seem much larger than what one person,
or one church committee, can manage:
1. The event draws tens of thousands of people to St. Joseph. There is
not enough parking to accommodate this sort of crowd. Residents near
ground-zero bear the consequences.
Is it possible to have off-site parking with shuttle service?
2. To those who live in the downtown area, the event is very noisy.
This is particularly true of July 3rd, when amplified music is played
for many hours and late into the night.
Although the decibel level seemed to have decreased a bit last year,
is it possible that the various musician groups be asked to keep
amplification to a specific, still lower level, please?
3. The Beer Garden is a big part of the entertainment the Church
offers for this event. I understand there are certain rules that
patrons of the Beer Garden are asked to respect. How well these rules
are able to be enforced, I do not know. Other downtown businesses also
sell alcoholic beverages during this event. The party atmosphere does
not stay contained. Often it spills into neighboring yards, quite
literally. I always need to begin July 4th with cleaning up my yard
and disposing of whatever gets tossed there. Last year the situation
was better than in previous years, but not gone.
With this size of a crowd, it is, unfortunately, unrealistic to expect
that all who drink will do so responsibly and act respectfully as they
move through the streets of the town. Is it possible to ask for more
vigilant police patrolling, please?
4. While St. Joseph Parish is a worthy and important institution in
1
town, it is one, sectarian entity. Yet, each year, an enormous amount
of effort and resources are devoted to support the parish's major
fund-raiser.
If there is to be such a large city event, wouldn't it be better if
that event were truly inclusive for all the people of St. Joe? If it
were planned by city committees with events and refreshments that
members of the whole community could enjoy? If revenue generated
benefitted everyone in town? If it aimed to build the whole of our
diverse community?
Respectfully,
Mary Schaffer
