After using the equipment for two years, we had an independent company, Touchpoint Logic, come and audit the system to see what we could do better. Tierney built the system and while they have fixed and installed what was ordered, it could use some help. Touchpoint Logic is used by the Cities of St. Cloud and Sauk Rapids and they are very reasonably priced. In looking at our system we are proposing to make the following changes: 1. Currently the control desk has no control if a members turns their mic off. This is becoming more of a problem. The only way to fix the problem is to come out and ask to turn the mic on. The proposal would add new mute buttons which will have better controls and access in the control room. It would also include adding some speakers to the Council dais so when at the dais you can hear better. 2. While the facility was designed to allow the lobby and multi-purpose room to function as an overflow, it was not designed to add sound or have controls in the multi-purpose room. The proposal would be to allow speakers in the lobby and would add controls in the multi-purpose room. 3. The final piece is tune, balance and update the system. They will also add a shock absorber to the overhead projector so that it does not vibrate due to the HVAC system. See the Statement of Work for additional details. The quote includes a fee if we did not have all the programming files. The files that the City has have been forwarded and they have affirmed that they have what they will need. The project would be funded through the Cable Access funds. These are restricted funds that can only be used for cable access purposes. The current fund balance is $ 5,926. The city receives approximately $ 7,328 per year. Based on the project revenue we could advance fund the improvement with the project funded by the end of 2020. T�l3CHF :_,C31£� STATEMENT OF WORK St. Joseph - Council Chamber Upgrades The project will consist of four parts.The first part is to modify the mic muting structure in the chamber as well as to add near field speakers to the dais to allow the members to properly hear the room audio. The second part is to add speakers in the lobby to allow for the chamber audio to be routed to the lobby.The third part is to add a Crestron controller to the Community room and link it to the chamber system to improve function and allow for it to be used as an overflow room for the chamber. The fourth part of the upgrade is to preform tuning and service to the existing programming. 1. New mute buttons will be added to the dais to allow for the microphones to be properly muted or unmuted from either the dais or the control room.The additional speakers will be tuned to allow the members to hear the audio from the system clearly without causing feedback. 2. Speakers will be installed in the celling of the lobby to allow audio from the chamber to be routed to the lobby when needed. 3. A Crestron controller will be added to the Community room system as well as hardware allowing the audio and video from the chamber to be displayed in the room.This will greatly improve the functionality of the room in standalone mode as well as adding the ability to use it as an overflow room for the chamber.A partition sensor will also be installed to disable the rear speakers automatically when the partition is closed. 4. Tuning of the system will be performed to fully utilize the existing hardware as well as the new hardware.This will greatly improve the quality of the room and recording audio.The system will also be updated and patched to significantly reduce the need for the system to be hard rebooted and prevent system failures. TouchPoint Logic will make site visits to install the new hardware as well as remove any old hardware and if requested provide electronics recycling. The system will be configured and programmed by TouchPoint Logic.As indicated on the quote, additional programming will be required if the original code cannot be provided, as TouchPoint Logic will have to reprogram the existing system.TouchPoint Logic will partner with the building IT personnel regarding the IP addresses given to the new hardware if it is to be installed on the building network.
