HomeMy WebLinkAbout2019 [03] Mar 25 [Worksession] March 25, 2019 Page 1 of 1 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in a workshop session on Monday, March 25, 2019 at 6:00 PM in the St. Joseph Government Center. Members Present: Acting Mayor Anne Buckvold. Councilors Bob Loso, Troy Goracke, Brian Theisen. City Administrator Judy Weyrens Citv Representatives Present: Police Chief Dwight Pfannenstein, Finance Director Lori Bartlett, Community Development Director Therese Haffner, Public Works Director Terry Thene. Department Head Reaorts: Each department head for the City provided a summary of their department for the past three months. The following is a summary of each department: Police Department—Police Chief Dwight Pfannenstein reported the department is getting ready for the spring parties and end of year activities. The department is also starting ta look at parking on grass and some of the nuisance ordinance violations. Based on the current level of activity, the Department will exceed the number of ICR's from 2018. Finance—Finance Director Lori Bartlett stated the Audit field work has been completed and it is anticipated the audit will be presented to the Council on May 6. Based on preliminary numbers the revenue exceeded the expenditures, allowing for a transfer into the debt service fund. Public Works—The Public Director, Terry Thene reported that the Public Works Department is busy monitoring the water system temperatures and opening frozen storm sewers. The winter has hard on the streets leaving potholes and cracking. A particularly bad section is College Avenue CR 75 to Ash Street. Community Development—Community Development Director Therese Haffner reported the Planning Commission will be considering a rezoning request to change a parcel from Industrial to B2 Highway Business, a variance for minor adjustments to the lot size on three lots in the proposed industrial park and a conditional use permit for outdoor storage. Weyrens presented the Council with financial information in relation to the utilization of Tax Increment Financing or Tax Abatement for a proposed affordable housing project. The same information wiH be presented to the EDA. The Council discussed the proposed project and the need for the City to have some type of contribution. They also discussed access to the project and would prefer to have 20th Ave and Dale Street extended. Weyrens reported that the Personnel Committee will be interviewing candidates for the position of Finance Tech, bring the final candidate forward to the Council for hire.
