BOARD/COMMISSION/COMMITTEE RECOMMENDATION: The Planning Commission(5-0)
recommends forming a task force to study rentals standards.
PREVIOUS COUNCIL ACTION:
BACKGROUND INFORMATION: The Planning Commission initiated studying rental housing. At
their last meeting,they reviewed how each zoning district governs rentals and how the area cities govern.
There was discussion to allow more flexibility within the R1 Single Family,R2 Two Family, and R4
Townhouse/Patio Home Districts and being consistent. Further items brought up were overcrowding and
maintenance issues, and looking at ways to combat negative aspects. The Planning Commission would
like to have a task force look at the number and type of registered rentals,demand for rentals, and review
types of violations and make recommendations based on that.
If the City Council approves the formation of a Task Force,the suggested members would include
representation from the Planning Commission(1 to 2),City Council(1 to 2),EDA(1 to 2),CSB/SJU(1),
and community members.
REQUESTED COUNCIL ACTION:
Move to approve the formation of a task force to study rental housing.
Or
Move to direct back to the Planning Commission to study rental housing.
