Dear City of St.Joseph City Council,
I recently received a notice that there will be a meeting on July 10th in which an assessment
on my property, 28617 Jade Road,will be discussed and voted on. I understand this assess-
ment is proposed to pay for road surface improvements across the entire road frontage of
the property.
I am writing to formally object to this assessment in accordance with Minnesota Statues
contained within Section 429.
First, I object that the project is necessary. Although it is apparent that there is some wear and
tear on the road, the road does not carry a lot of traffic and there are other roads within the
city in as bad or worse shape. Through proper maintenance of Jade Road during the last years
the township owned it up to today. A full reconstruct would not have been necessary. Main-
tenance would have been paid for through township or city funds, but not assessed.
Second, I object to the method of calculating the costs per property. Per documents from
the City,an appraisal company was hired to provide a preliminary option of general ranges
of market benefit. The proposed assessment was not based on a pre and post improvement
appraisal of the property. The methodology used was based on a per square foot cost of
"$0.01 to $0.02 per SF"of the property. First, the highest end of the range was assumed with
no basis for why high end verses low end.Second, the property is deeper than its Jade Road
frontage. I object that the entire area of the property should be subjected to a road improve-
ment cost rather than a reasonable depth of the property that actually would receive benefits
if the property was improved. For example, if the property were to be improved per the City
requirements for its current zoning,additional roads and utilities would be required to be built
internal to the property.Thus, the developer or owner of the property would have to pay for
additional road upgrades to access the back of the property.
Third, plans to upgrade Jade Road to full city standards when this property is developed
has not been discussed with me. Property is zoned R-1 (Low Density Residential),so shouldn't
the City upgrade it to this standard if they upgrade it at all? It appears the proposed road
section is consistent with a new rural section road with intent for a 20-30 year life expectancy.
When will a full residential road section with sewer, water, and storm sewer have to be
installed consistent with R-1 zoning?This would require this new asphalt to be replaced again
to accommodate regrading, curb &gutter,storm sewer, sanitary and water under the road.
Someone is going to have to pay for this asphalt twice.
Lastly,a property value increase of almost 20%has not been proven to be accurate for this
property through an actual pre and post improvement assessment.

We are the owners of Parcel 84.53300.032 containing 40.99 acres recently annexed by
the City of St. Joseph. Joseph has been a life-long resident of this Century Farm. We
oppose the assessment for the road repair proposal involving our property.
This section of Jade Road is not a residential street, but a collector road which connects
Co. Rd. 121 to Co. Rd 139 and Co. Rd. 2. We estimate traffic to be in excess of 500
trips per day (20 per hour), especially during the school year. The property owners west
of Jade Road probably generate 15 trips per day.
The City of St. Joseph refused to cost share when St. Joseph Township proposed to
improve said road a few years ago, but left it deteriorate to almost an impassible
condition.
We do not want to become a political football between the City and Township.
We understand said road will not be widened or extra shouldering,just mill and overlay.
We do not feel this will affect the valuation of our property.
Jade Road is used almost 100% by the general public. Our property is west of Jade
Road. We are not referring to property east of Jade Road, since they have been in the
City for about 10 years.
When the City of St. Joseph annexes land, it has the responsibility to maintain major
roads in the City.

Dear Mayor Rick Schultz and the City of St Joseph administrator,
I am manager of the entities that own the properties listed below. Consider this my
written objection to the proposed 2019 street improvement assessment for the
following properties:

This objection preserves the right to appeal under Minnesota Statutes §
429.081.
