BOARD/COMMISSION/COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: June 17, 2019 the City Council tabled action on the outdoor event for Bad
Habit scheduled for September 14, 2019 and requested a parking mitigation plan be submitted. July 1, 2019 the City
Council received a report back from the Police Chief that the outdoor event would only consume 8 parking spaces
and the remaining parking area would remain available.
BACKGROUND INFORMATION: Discussion with the Police Chief and Aaron Rieland of Bad Habit revealed
that a misunderstanding occurred and the event on September 14 does included using the entire parking area for the
outdoor event. The outdoor event is a fundraiser for Alzheimers and has considerable buy in from the downtown
businesses. Organizers of the event will be at the meeting on Monday night and are prepared to provide written
evidence that the adjacent property owners are supportive of the event knowing that parking in the Bad Habit area
will not be available.

REQUESTED COUNCIL ACTION: Reconsider the outdoor permit submitted by Bad Habit for an event to be
held on September 14, 2019 allowing the entire parking area to be fenced for the outdoor event.

Dear Mayor Schultz and City Council Members,
We are writing to request a permit that will allow us to use the portion of Bad Habit's parking space
as outlined in the attached sketch for our"Rock 4 Alzheimer's" fund-raising event Saturday,
September 14th. In order to properly execute this event and to guarantee a great and safe
experience for the public we feel it necessary to utilize the area as outlined here.
Also attached is a more detailed description of the event that has wide support in the form of local
business sponsorships and general community enthusiasm. Additionally, we have spoken to all of
the business$that might be impacted by parking issues and all are supportive. Several have signed
this letter.

ROCK FOR ALZHEIMER'S

Presented by Sentry Bank, Rock for Alzheimer's (R4A) was created by Jeff and Tommy
Vee and the Linn Family in conjunction with the St. Cloud chapter of The Alzheimer's
Association of Minnesota and North Dakota and The Bad Habit Brewery. Jeff and
Tommy's father, music legend Bobby Vee, was diagnosed with Alzheimer's in 2011 and
sadly passed away on October 24, 2016. The Linn family lost their mother and
matriarch, Irene Linn, on April 19, 2017 after her long battle with the disease. R4A will
raise both funding and awareness for Alzheimer's locally while giving the families and
friends of Alzheimer's patients an amazing opportunity to listen to great music and share
their own stories.
R4A will be held Saturday September 14, 2019 from 1:00-8:OOpm in the parking lot
adjacent to The Bad Habit Brewery in St. Joseph, MN immediately following the St.
Cloud Walk to End Alzheimer's. This family friendly event will feature the music of
THE KILLER VEES, SLIP TWISTER, COLLECTIVE UNCONSCIOUS,
WALTER'S WHEELHOUSE and THE FUTURE, along with food vendors and of
course that fabulous Bad Habit beer! Admission is a free-will donation.
In addition to the outdoor main stage, we are including a youth talent stage, a place for
our community's younger musicians to shine. A portion of the proceeds from the event
will go to fund "The Bobby & Karen Vee Scholarship for Youth Arts & Music in
Central MN."
The Killer Vees were featured May 6th 2017 at "The Purple Gala" in Minneapolis,
MN helping to raise over a million dollars for a cure.
"We are determined to do our part to end this horrible disease and to support those who
suffer from it, as well as their caregivers. Everyone has a story,please come out and
enjoy a great day of music and share yours!"
