Bid Tabulation SUBMITTED BY: Engineering BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: The City accepted bids on July 10, 2019 for the 2019 Street Improvement Project and conducted the Final Assessment Hearing. With only three contentions at the hearing the Council adopted the final assessment hearing. The largest cost deltas between the final engineer's opinion of cost and the low bid to be generally in 4 areas of work, and for a total of about $228,443: 1) Milling/bituminous pavement - items 23, 27, 28 sum difference of $105,214 2) Concrete flatwork - items 61, 62, 66, 67 sum difference of $38,665 3) Jacked steel casing pipe - item 51 difference of $30,720 4) Pavement markings/striping - items 80, 82 sum difference $53,844 Of the four cost difference areas, and based on all the bids, I could accept that our estimate was simply low for the small amount of casing construction in the project. I plan to reach out to Knife River to further question some of their pricing. If so inclined, the City could consider deleting the pavement markings (group 4 above) from the contract and soliciting separate quotes for the work. Knife River's pricing is materially higher than the other bidders, and I don't have a good explanation for "why?" RESOLUTION 2019-047 AWARDING BID 2019 Street Improvement Project WHEREAS, pursuant to an advertisement for bids for the 2019 Street Improvement Project affecting the th following areas: 12 Avenue SE between a point 250 feet north of E Baker Street and a point 250 feet th south of Dale Street, Pond View Lane E between E Baker Street and Dale Street, 13 Avenue SE cul-de- thth sac south of E Baker Street, E Baker Street between a point 250 feet west of 12 Avenue SE and 16 th Avenue SE, Callaway Street E between 12 Avenue SE and Pond View Lane E, Cary Court cul-de-sac th east of 12 Avenue SE, Cedar Court cul-de-sac east of Pond View Lane E, Dale Street E between a point ththth 250 feet west of 12 Avenue SE and 16 Avenue SE, 4 Avenue NE between County State Aid Highway thst (CSAH) 75 and Minnesota Street E, 4 Avenue SE between Minnesota Street E and E Baker Street, 1 nd Avenue NW between CSAH 75 and Minnesota Street W, Birch Street W between 2 Avenue NW and nd College Avenue N, Ash Street W between 2 Avenue NW and College Avenue N and, Jade Road between County Road 121 and the south City limits at Interstate 94 by resurfacing the bituminous streets by overlay, mill and pave, or reclaim and pave methods; and the improvements of Old Highway 52 between Birch Street W and CSAH 75 and, the complete loop of Cypress Drive south west of Old Highway 52 by reconstructing the sanitary sewer and bituminous streets; and the improvements of Elm st Street W between 1 Avenue NW and College Avenue N and Elm Street E between College Avenue N st and 1Avenue NE by constructing new water main and sanitary sewer and reconstructing the bituminous street. Bids were received, opened and tabulated according to law, and the following bids were received complying with the advertisement: Knife River Corporation $1,994,349.93 OMG Midwest $2,037,045.92 C&L Excavating $2,090,783.80 AND WHEREAS, it appears that Knife River Corporation is the lowest responsible bidder. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: The Mayor and Administrator are hereby authorized and directed to enter into the attached contract with Knife River Corporation in the name of the City of St. Joseph for the 2019 Street Improvement Project as described above according to the plans and specifications therefore approved by the City Council and on file in the office of the Administrator.
