HomeMy WebLinkAbout[05a] July 1 Minutes July 1, 2019 Page 1 of 3 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Monday, July 1, 2019 at 6:00 PM at the St. Joseph Government Center, opening with the pledge of allegiance. Members Present: Mayor Rick Schultz. Councilors Brian Theisen, Bob Loso, Troy Goracke. Administrator Judy Weyrens. City Representatives Present: City Engineer Randy Sabart, Police Chief Dwight Pfannenstein, Community Development Director Therese Haffner, Finance Director Lori Bartlett Others Present: Anthony Milostan Public Comments: None Approve Agenda: Loso made a motion to approve the agenda. The motion was seconded by Theisen and passed unanimously by those present. Consent Agenda: Loso made a motion to approve the consent agenda with the changes to the minutes as noted; seconded by Schultz and passed unanimously by those present. a. Minutes – b. Bills Payable – c. Pay Application – Authorized the Mayor to execute Pay Application No. 4, for the West MN Street Trail and authorize payment in the amount of $313,285.44. d. Outdoor Liquor Event – Authorized the Mayor and Administrator to execute the Temporary Outside Liquor License for Bad Habit on September 27, 2019. e. Grant Acceptance – Authorized execution of the Professional Services Agreement between Stearns County Human Service Board and the City of St. Joseph/Waite Park accepting grant funding for creating a Bike Share Program. f. Memorandum of Understanding – Authorized the Mayor and Administrator to execute the Memorandum of Understanding with Ratcliff Development LLC acknowledging the requirement to pay for the future sidewalk cost abutting the property being developed. g. Agreement Regarding MOU – Authorized execution of an agreement regarding MOU regarding Country Manor to clarify obligations have been completed. Police Officer Oath of Office – Anthony Milostan: Mayor Schultz administered the Oath of office to Officer Anthony Milostan and welcomed him to the St. Joseph staff. Milostan thanked the City Council for employing him and stated that he was with most recently working for the City of Albany as a Police Officer and looks forward to serving the residents of St. Joseph. Public Hearing – Easement Release, 406 MN St E: Weyrens stated the City received a request to contain an easement for property located at 406 MN ST E. Currently there is a blanket easement across the entire parcel dated back to 1972 when water and sewer were installed. After staff review, it was determined that the easement can be confined to a 30’ easement. Since the easement is recorded on a plat, it is considered public right of way and can only be released through the public hearing process. Therefore, Schultz opened the public hearing. As no one present wished to speak, Schultz closed the public hearing. Loso made a motion authorizing the Mayor and Administrator to execute the Certificate of Compliance confining the sanitary sewer easement recorded in 1972 contingent upon review by the City Attorney and City Engineer. The motion was seconded by Theisen and passed unanimously by those present. Committee Reports, EDA: Schultz reported that Trobec’s Bus Service presented their plans to relocate their business to St. Joseph and are requesting Tax Abatement. The EDA approved their request. Additionally, the CVB is launching their marketing campaign and working on their budget items. Their budget request for 2020 will take into account additional marketing strategies. The EDA approved their preliminary budget for 2020. July 1, 2019 Page 2 of 3 Department Reports, Police Department: Chief Pfannenstein stated the hiring of Milostan brings their department up to full staff. Over the past year, Pfannenstein has worked to keep overtime and comp time to a minimum in order to stay within budget. The department is busy over the summer at events throughout the City. Pfannenstein also reported on the following:  The department is working on getting an updated key holder list in order to have the most current contacts for the businesses in the City.  Update outdated training for the officers.  Partner with Stearns County on providing the officers’ training with opioid overdoses.  New to the department is an equipment checklist. Every officer will sign off on all the equipment they receive while working for the City and will be required to turn it all back in when they leave the City.  There has been vandalism in a few areas in the City and the department is working on a few leads. Currently the City does not have a hotline. Pfannenstein stated that people should call 911 if they see anything. If reporting after the fact, call the City’s Police Department number, 320-363-8250. Department Reports, Administrator: Weyrens reported that staff is busy sending out compliance notices regarding weeds. Rental license renewals are in full swing, and the assessment notices were sent for the 2019 Street Improvement Project. Department Reports, Public Works: Sabart reported the MN Street Trail is close to being completed. Administrator Reports, 2020 Budget: Weyrens suggested the Council begin discussing the proposed maintenance facility. To help facilitate the process, Weyrens recommended the Council establish a subcommittee consisting of the Public Works Director, a maintenance staff member, the Finance Director until a new administrator is hired and two members of the City Council. Schultz questioned Loso and Theisen if they would be willing to serve on this committee to which they agreed. Administrator Reports, Outdoor Liquor Event – Bad Habit: Weyrens reminded the Council that they tabled action on the outdoor permit request of Bad Habit for an event to be held on September 14, 2019 to further review the parking plan. Pfannenstein stated he discussed parking with Aaron Reiland, owner of Bad Habit, and instead of fencing off the entire parking lot, they will fence in only 8 parking stalls. It would be an extension of off their existing fence. Schultz made a motion authorizing the Mayor and Administrator to execute the Temporary Outside Liquor License for Bad Habit for an event to be held on September 14, 2019. The motion was seconded by Theisen and passed unanimously by those present. Update on Office Staffing: Weyrens provided the Council with a transition plan for herself as she moves out of the Administrator role. Schultz suggested having a special meeting to go over the outstanding tasks and to come up with a concrete transition plan for Weyrens. Schultz made a motion approving Therese Haffner as the Interim City Administrator effective July 13, 2019. The motion was seconded by Theisen and passed unanimously by those present. Custodian Hire: Weyrens reported two applications were received and staff recommends hiring Dave Konz. In the event he does not accept the position, then the recommendation would be to hire John Anderson. Loso made a motion accepting the recommendation to hire Dave Konz as the part-time custodian for the government and community center. In the event Konz does not accept, then the offer will be extended to John Anderson. The motion was seconded by Schultz and passed unanimously by those present. Mayor Reports: No reports. th Bartlett invited the public to an open house for Judy Weyrens’ Retirement on Friday, July 12 from 2-4PM at the St. Joseph Government Center.
