PREVIOUS COUNCIL ACTION:On July 1, 2019, the City Council accepted a SHIP grant award
and agreement with Stearns County.
BACKGROUND INFORMATION:Stearns County Public Health administers the Statewide Health
Improvement Program Partnership (SHIP) and has awarded the City of St. Joseph a grant of $8,900 to
purchase and operate a bike share programwith the City of Waite Park. Staff contacted four bike share
system companies and received a response from three vendors, including Koloni Share, Republic, and
Dynamic Bicycles.Koloni Share system offersleasing only for refurbished bikes and for the operation.
Republic and Dynamic Bicycles offer similar systems, except that Republic does not provide the docking
stations/bike racks.City staff Therese Haffner and Terry Thene met with the City Administrator and
Public Works Director of Waite Park to review the options and are recommending the purchase from
Dynamic Bicycles, Inc. for their 10 bike share system. CSB/SJU have their bike share program through
Dynamic Bicycles and are pleased with the On Bike Share System.The docking station/racks would be
at the Lake Wobegon Trail Headin St. Joseph and River’s Edge Park in Waite Park. A concrete pad
would be installed at each docking station at an estimated cost to the City of $1,500. The total cost of the
bike share program system, less the grant is $7,450 ($3,725 per city). There will be additional costs
associated with bike repairs, which will be proposed in the 2020 budget. Staff is proposing to work with a
local bike shop as needed, which is what CSB/SJU do. They have had minimal costs in repairs.
BUDGET/FISCAL IMPACT:$5,225.00 (Debt Service Reserve Fund)
