BOARD/COMMISSION/COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: The City Council authorized the root foaming of clay tile sanitary
sewer mains.
BACKGROUND INFORMATION: in 2008, 2009, 2011, 2012, 2014, 2016 the city root foamed many
feet of clay sanitary sewer mains in the City, staff reviewed the effectiveness of the initial application and
questioned the results. The company reapplied the foam in 2009 at no cost to the City; the results after the
second application were good. Staff is recommending root foaming 8,600 feet of clay tile this year in
2019. This foam has an herbicide that will kill most roots that have worked into the sanitary sewer piping.
Roots in the old clay sanitary sewer system of the City will be the main cause of sanitary sewer backups.
