Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in regular
session on Monday, February 11, 2019 at 6:00 PM in the St. Joseph City Hall opening with the Pledge of
Allegiance.
Planning Commission Members Present: Chair Gina Dullinger, Commissioners, Chad Hausmann, Matt
Johnson, Steve Olson, Mike Ross, Daryl Schaefer, Brian Theisen, Community Development Director
Therese Haffner
Members Absent: None
Others Present: Peter Drew, Lisa Drew, Paul Reber, Steven Ley, Anne Jarrell, Ray Meyer, Jackie Meyer,
Karen Bechtold, Mark Magnuson, Stewart Krummen, Mike Deutz, Joe Bechtold, Joanne Bechtold, Rick
Baron
Approval of the Agenda: Dullinger made a motion to approve the agenda. The motion was seconded
by Johnson and passed unanimously.
Introductions of Members: Brian Theisen introduced himself as the new Council Liaison member to serve
on the Planning Commission. Introductions by all Planning Commissioners were made.
Election of Officers: Johnson made a motion to appoint Dullinger as Chair and Hausmann as Vice
Chair for 2019. The motion was seconded by Olson and passed unanimously.
Approval of the Minutes: Hausmann made a motion to approve the minutes of November 13, 2018.
The motion was seconded by Dullinger and passed unanimously.
Public Hearing, Zoning Ordinance, Section 502.16: LI District: Haffner shared that with the recently
annexed properties, the intent was to allow the same uses that were previously allowed under the joint
planning area in St. Joseph Township. Haffner presented the proposed amendment to the LI Light
Industrial to add breweries, microbreweries, and distilleries as permitted uses and asphalt and concrete
plants/mixing facility as interim uses.
Dullinger opened the public hearing.
Peter Drew, 8349 Ridgewood Road, St. Joseph MN: Drew shared that he resides across the road from
Knife River. Drew shared concerns with dust, noise, debris and semi-trucks and noted that Bauerly’s were
going to install berms but never did and discussed the noise and operating volume in the area. Drew
voiced concerns with the speed limit and access with one entrance in and out of the industrial park and
suggested taking a closer look at the access.
As no one else present wished to speak, Dullinger closed the public hearing.
Hausmann made a motion to recommend the City Council approve the Amendments to Ordinance
502 Zoning Ordinance, Section 502.62. The motion was seconded by Olson and passed
unanimously.
Public Hearing, IUP Request– Knife River Corporation: Haffner presented the interim use permit (IUP)
request by Knife River Corporation to allow for temporary asphalt plant operations located at 8552
Ridgewood Road, and the parcel immediately east in an industrial area. The temporary asphalt plant is
proposed for the 2019 construction season to provide asphalt for the CSAH 75 road construction project.
The proposed days and hours of operation are Mon-Sat. with generator startup at 5:30 AM and asphalt
plant operation from 6 AM to 9PM. The plan proposes equipment repair anytime as needed. The site is
currently used for the production of ready mix. According to the plan, setbacks will be met. Haffner
presented the Findings of Fact and Interim Use Permit for consideration.

Dullinger opened the public hearing.
Mark Magnuson, Knife River Corporation Representative: Magnuson shared that they have a contract
with Stearns County for the Highway 75 project. The project would be a two-set process each lasting
three to four weeks. Magnuson stated that they are highly regulated. Hausmann questioned if there were
other projects. Magnuson said not that he knew of.
As no one else present wished to speak, Dullinger closed the public hearing.
Dullinger discussed concerns with the neighboring residents related to noise and startup. Magnuson said
the generator would start up at 5:30 AM. Dullinger questioned the timeline expiring November 30, 2019.
Magnuson replied that there were no issues with that. Dullinger questioned if street sweeping was
addressed. Haffner shared that the City’s stormwater management ordinance addresses such items but
language could be added within the interim use permit such as cleaning up within 24 hours after notice.
Magnuson shared that they sweep as needed. There was discussion on jurisdiction as Ridgewood Road
is a County Road. Dullinger questioned if they are required to have a State stormwater permit. Haffner
said yes they are. Dullinger stated that the Stormwater Permit does address street cleaning. Haffner
indicated that the hours of operation could be adjusted to address noise.
Dullinger moved to approve the Findings of Fact and request for an IUP to allow for temporary
asphalt plant operations for Knife River Corporation. The motion was seconded by Hausmann and
passed unanimously.
Public Hearings, IUP Requests– St. Joe Sand and Gravel: Haffner presented the request for interim use
permits by property owner Mike Deutz to allow for the continuation of mining and asphalt and concrete
plant operations where he has existing operations. Mining at 31253 CR 2 is pre-ordinance and therefore,
does not require an IUP but the asphalt and concrete plants require an interim use permit. The abutting
property to the north requires interim use permits for mining and asphalt/concrete plants. M.C.
McCrossan, a construction contractor proposes a temporary concrete plant related to the CSAH 75 road
construction project. The property owner has requested five year interim use permits to allow for various
construction projects. Haffner presented the Findings of Fact and Interim Use Permits for consideration.
Dullinger opened the public hearing for 31253 CR 2, St. Joseph MN.
Paul Reber, 31013 CR 2, St. Joseph, MN: Reber shared that he is located south of the property. Reber
questioned the location and setbacks of the mining. Haffner clarified setbacks for mining. Mike Deutz,
applicant and property owner discussed location of mining operation and timeline of pit operation.
Mark Magnuson, Knife River Corporation Representative: Magnuson spoke in support of approval of the
concrete plant.
As no one else present wished to speak, Dullinger closed the public hearing.
Olson questioned if there was an interim use permit on the asphalt plant. Deutz discussed the
background of the interim use permits and requests and clarified that this would keep all of them together
on the same timeline.
Hausmann moved to approve the Findings of Fact and request for an IUP to allow for temporary
asphalt and concrete plant operations at 31253 CR 2. The motion was seconded by Olson and
passed unanimously.
Dullinger opened the public hearing for parcel 31.20647.0010.
As no one else present wished to speak, Dullinger closed the public hearing.

Dullinger moved to approve the Findings of Fact and request for interim use permits to allow for
mining and temporary asphalt and concrete plant operations on parcel 31.20647.0010. The motion
was seconded by Johnson and passed unanimously.
Public Hearing, Zoning Ordinance, Zone Annexation Area: Haffner shared that the annexation of a portion
of St. Joseph Township was completed in January. Properties that were previously zoned Urban
Expansion and R-5 Residential would be RR-Rural Residential District, Commercial would be B-2
Highway Business District, and Industrial would be Light Industrial, which was consistent with the orderly
annexation agreement. Haffner presented the Findings and Fact approving the zoning of the annexed
property.
Dullinger opened the public hearing.
Haffner reported that she received one call to be made a part of the public hearing as follows:

Floyd Ostendorf, 9915 320 St. St. Joseph, MN: Ostendorf questioned the zoning of his property and
stated that the property was rezoned to commercial many years ago sometime in the 1970’s. Haffner
shared that the property is used for commercial and that Floyd Ostendorf was concerned about the ability
to expand. Haffner reported that she had contacted Angie Berg with Stearns County’s Land Use Division
within the Environmental Services Department asking for verification of the zoning of the property. Angie
Berg shared that Stearns County enacted countywide zoning in 2000 and the Ostendorf property was
zoned Agriculture and remained as such until it was rezoned to Urban Expansion. Haffner stated that Mr.
Ostendorf asked her to share his comments and that he has reached out to the Township Clerk to check
the zoning records.
As no one else present wished to speak, Dullinger closed the public hearing.
Schaefer questioned the Ostendorf property. Haffner reiterated that Stearns County enacted countywide
zoning in 2000 establishing the zoning.
Olson made a motion to recommend the City Council approve the zoning of the annexation area
as presented. The motion was seconded by Johnson and passed unanimously.
Zoning Ordinance Amendments Discussion: Haffner recommended bringing forward the proposed
amendments to the tower ordinance that were presented last September, along with other amendments,
including standards to allow for solar and wind energy systems. The City has received interest in allowing
residents and businesses to install roof mounted solar panels and know of at least one homeowner and
business who would like to install on their building roofs. Haffner stated the purpose this evening was for
discussion only. A public hearing would be required and could be scheduled in March. Haffner presented
the proposed amendments to the general performance standards section.
Olson questioned why the size for accessory structures requiring a building permit would increase to over
200 Square Feet. Haffner responded that was due to a change in the building code and that accessory
structures 200 Square Feet or less would still require a zoning permit to ensure setbacks were met and
that it matches the house.
Dullinger questioned how temporary pools were defined. Haffner responded that she would check the
definition section but does not recall that being defined in the zoning ordinance. The building code may
define but typically it would be seasonal. Dullinger noted a correction to driveway curb cuts related to
single family lots with the recent amendment. Haffner acknowledged that single family corner lots were
allowed two accesses now and would make that correction. Dullinger suggested clarity related the
burying of power lines and essential services and recommended requiring burying of those lines.
Dullinger further recommended adding screening along right of ways for solar systems requiring a
conditional use permit. Consensus was to proceed with scheduling a public hearing on the proposed
amendments in March.

Council Liaison Report: Haffner reported that the City Council held the Public Improvement Hearing for
street and utility projects based on the City CIP and Pavement of Maintenance Plan. City engineer Randy
Sabart presented the projects and opinion of probable costs. The City Council ordered the preparation of
plans and specs.
