Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in special
session on Thursday, February 28, 2019 at 6:00 PM in the St. Joseph City Hall opening with the Pledge
of Allegiance.
Planning Commission Members Present: Commissioners Matt Johnson, Steve Olson, Daryl Schaefer,
Brian Theisen, Community Development Director Therese Haffner
Members Absent: Gina Dullinger, Chad Hausmann, Mike Ross
Others Present: City Administrator Judy Weyrens, Cory Ehlert, Kevin Cox, Will Huston, Steve Gohmann,
Jerry Gohmann
Approval of the Agenda: Olson made a motion to approve the agenda. The motion was seconded by
Theisen and passed unanimously.
Public Hearing, Preliminary Plat Request, CLC Partners LLC
Johnson opened the public hearing.
Haffner reported that Cory Ehlert and Kevin Cox with CLC Partners have requested approval of a
preliminary plat to accommodate the development of an industrial park located southeast of County Road
133. The property is zoned Light Industrial so lot requirements would need to follow those district
standards. Haffner referenced the City Engineer and Stearns County review memos. The plat would have
two accesses, one north at County Road 133 and one on the southwest corner on the adjacent property

to the west connecting to 19 Avenue NE. Those accesses would be dedicated as public right of way and
need to be shown on the plat. Haffner recommended approval with the following conditions:
1. The proposed plat is named St. Joseph Business Park, which is already a recorded subdivision in
Stearns County. The preliminary and final plat must be renamed so as to not duplicate an existing
subdivision.

2. The public right of ways from CR 133 and at the southwest corner from 19 Ave. NE must be
obtained and dedicated to the City. Such public right of ways shall be approved by the City. The
public right of ways must be shown on the plat (preliminary and final).
3. All engineering comments must be met and approved by the city engineer.
4. A grading and drainage plan must be submitted to the City and approved by the city engineer.
5. Streets shall be named by the city engineer and labeled on the final plat.
6. Drainage and utility easements must be six feet along interior lines, 12 feet along roadways and
over ponding areas meeting the City’s Subdivision Ordinance.
7. All lots must meet the LI Light Industrial District Ordinance, including but not limited to meeting
the minimum lot size of 43,560 SF. Lots 14, 15, and 16, Block 1 will need to be revised to at least
43,560 SF. Label the lot sizes on the final plat.
8. Final evidence of Title ownership, such as a Title Commitment or Abstract of Title shall be
submitted to the City prior to preparation of the mylars.
9. The developer shall enter into a developer agreement with the City prior to final plat approval.
10. Direct access to individual lots will not be allowed on the north corridor roadway.
11. Site plan approvals will be required prior to development and building permit applications and will
need to conform to City ordinances.
12. Upon future development, Outlot A will be required to go through final plat approval.
Haffner shared that she received one phone call to be made a part of the public record as follows:
Randy Schmitz, 31101 CR 133, St. Joseph, MN, Rolling Ridge Wedding and Event Center: Schmitz
questioned the visual appearance of the development, including landscaping, building materials, and
outside storage and suggested having standards for buildings, landscaping and screening. He voiced
concerns about noise from industrial uses and traffic (traffic count, access, and speed issues). He stated

that it is hard to get on CR 133, especially in the morning and questioned if there is anything that could be
done to slow traffic down and address the access issues.
Steve Gohmann, 8881 315 St., St. Joseph, MN: Gohmann voiced concerns about his irrigation system
and relocating that, along with the City getting his property for the North Corridor. He questioned the
location of the North Corridor.
Haffner shared that the North Corridor was planned several years ago as a minor arterial where it will
connect east into St. Cloud. Weyrens discussed the planning process of the North Corridor and that the
location was decided at that time as part of the study.
As no one else present wished to speak, Johnson closed the public hearing.
Johnson made a motion recommending approval to the City Council with conditions as
presented. The motion was seconded by Olson and passed unanimously by those present.
Adiourn: Schaefer moved to adjourn the meeting at 6:12 PM.The motion was seconded by Olson
and passed unanimously by those present.
