HomeMy WebLinkAbout[06] Public Hearing, Community Development Block Grant [SCDP] Council Agenda Item 6 MEETING DATE: January 16, 2018 AGENDA ITEM: Public Hearing, Community Development Block Grant Small Cities Development Program SUBMITTED BY: Community Development BOARD/COMMISSION/COMMITTEE RECOMMENDATION: PREVIOUS COUNCIL ACTION: In 2018 the City was awarded a Small Cities Grant and the City authorized matching funds in the amount of $25,500. BACKGROUND INFORMATION: The Small Cities Grant is a housing rehab program which provides assistance to qualifying home owners to repair or replace deteriorated roofing, soffit/fascia, gutters, siding, windows and doors. Interior items are also eligible and include electrical, plumbing, new furnaces, insulation, lead based paint remediation, and health and safety items. Ed Zimny, CMHP Program Director – SCDP will provide an update on the grant program at the council meeting. ATTACHMENTS: CMHP 2018 Grant Update Handout Fair Housing Handout REQUESTED COUNCIL ACTION: Hold Public Hearing City of St. Joseph Small Cities Development Program 2018 Grant Update th Monday September 16, 2019 Homeowner Rehab Original Grant Amount $156,000.00 Grant Funds Allocated $ 87,670.00 An additional $ 20,149.00 of non-grant funds have been utilized. Grant Funds Remaining $ 68,330.00 There have been 4 projects completed to date and 2 are currently under construction. At this time we do not have any new applicants. FAIR HOUSING The Fair Housing Act protects against discrimination because of race, color, religion, sex, national origin, familial status, or handicap in such ways as:  Refusing to rent or sell housing;  Refusing to negotiate;  Setting different terms, conditions or privileges;  Providing different housing services or facilities;  Engaging in Blockbusting; and  Denying that housing is available for sale or rent. One of the requirements for having the Small Cities grant is to promote Fair Housing awareness in the City. We do this in several ways:  Having this discussion at a public hearing and allowing for public comment  Displaying posters at the City Hall and other prominent locations in the community  Providing Fair Housing informational brochures at City Hall  Including the Fair Housing logo on all client application forms
