Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session
on Thursday, July 11, 2019 at 6:00 PM at the St. Joseph Government Center.
Members Present: Mayor Rick Schultz. Councilors Anne Buckvold, Brian Theisen, Bob Loso, Troy
Goracke. Administrator Judy Weyrens.
Citv Representatives Present: Finance Director Lori Bartlett, Community Development Director Therese
Haffner.
Transitional Planninp: Schultz stated the purpose of the meeting is to finalize the transition from the
retirement of the Administrator. Weyrens stated that she has meet with both Finance Director Lori Bartlett
and Community Development Director(Interim Administrator)Therese Haffner to identify items where she
could be of assistance after her retirement date of July 12, 2019. Weyrens stated she would help the City
during the transition period but would have to considered an employee, not a consultant. The City is
required to have consultants/private contractors provide a certificate of insurance.
The Council reviewed the list provided and Schultz recognized that other items may arise as the impact
will be realized over time. Weyrens stated that the employee hired for the Finance Technician was not a
good fit and that leaves the office short staffed, especially with the leave of Kayla Klein. Weyrens
presented the following proposal for continued service:
July 15—July 26 40 hours per week
July 29 -August 4 20 hours per week
August 5—August 23 TBD based on staffing and needs, but not to exceed 10 hours per week
Benefits will continue to accrue through July 26 and paid as a regular full time employee. Upon reduction
of hours to 20 hours per week, benefits will not accrue as part time employees are not eligible. Upon final
separation Weyrens will be compensated, as per the personnel policy, payment of accrued/unused
vacation hours, accrued/unused sick leave hours, eligible holiday hours. In addition, the second half of
the HSA payment($ 500.00)was paid on July 3 and will not be pro-rated based on the number of weeks
works.
Schulz questioned the management of Weyrens email and if they would be forwarded to Interim
Administrator Haffner. After discussion it was established that the email will not be forwarded and
Weyrens and Haffner will have on going communication regarding the status of the projects identified
above. Loso made a motion to accept the transition plan as stated above to include the accrual
and payout of benefits; seconded by Buckvold and passed unanimously.
Schultz questioned who he would contact if he had questions on projects or items. Weyrens responded
that she would be the contact for items identified on the transition plan otherwise it would be Therese
Haffner. Discussion followed on process and how and when the Council is involved with projects that are
ongoing.
Ad'Journ: Loso made a motion to adjourn at 6:12 PM; seconded by Schultz and passed
unanimously by those present.
