Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session
on Thursday, June 12, 2019 at 6:00 PM at the St. Joseph Government Center.
Members Present: Mayor Rick Schultz. Councilors Anne Buckvold, Brian Theisen, Bob Loso, Troy
Goracke. Administrator Judy Weyrens.
City Representatives Present: City Attorney, Sue Kadlec, Finance Director Lori Bartlett, Public Works
Director Terry Thene, Community Development Director Therese Haffner, Police Chief Dwight
Pfannenstein.
The purpose of the meeting was to discuss alternatives for filling Administrator/EDA Director position
given the recent resignation of Weyrens. Weyrens stated that the Council has two options for filing the
upcoming vacancy. The first option is the Council could hire a firm to complete an executive search or
the Council could complete their own search with the assistance of the City Attorney.
Weyrens stated that she contacted David Drown to inquire about the cost and process for assisting the
City with the Administrator search. They provided a quote in the amount of $ 18,000. They would be
responsible for the complete process from creating a position profile, seeking applications, screening
applications, assisting with the interviews, completing the background checks and monitoring progress
after hire. The proposal indicates a start date of October 28, 2019.
Conversely, the City could initiate the process with the City Attorney at a much lower cost. Weyrens
proposed the following schedule:
Accept applications June 15 – July 9
Screen Applications July 11 or July 12
Interview Candidates July 22
Second Interview July 31 (if needed)
Conditional Job offer August 5, 2019
Start Date September 4
Sue Kadlec stated that she has assisted communities in searching for the Administrator and it has been
effective. Cold Spring is a recent example of a completed search whereby she provided assistance.
Weyrens presented the Council with a draft position profile for the Council to review. Schultz questioned
the addition of the EDA Director to the positon and if the City should focus on Administrator only. Kadlec
stated that any candidate applying for the position will be versed and experienced in EDA activities.
Schultz did not want to exclude a strong administrator candidate because that candidate did not have
EDA experience. After considerable discussion, the position profile was accepted by consensus,
searching for a City Administrator/EDA Director.
The Council agreed to complete the search internally but would like to involve the area administrators in
the process. Kadlec suggested that one area administrator be included on the screening committee and
the others could be invited to a meet and greet and provide feedback for the Council after the interview
process. The Council agreed to establish a screening committee to be determined by Kadlec and
Weyrens, to include an area administrator and add a meet and greet to the schedule identified above with
interviews on July 22, 2019.
