HomeMy WebLinkAbout2019 [09] Sep 05 September 5, 2019 Page 1 of 2 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session on Thursday, September 5, 2019 at 6:00 PM at the St. Joseph Government Center, opening with the pledge of allegiance. Members Present: Mayor Rick Schultz. Councilors Anne Buckvold, Brian Theisen, Bob Loso. City Administrator Kris Ambuehl City Representatives Present: City Engineer Randy Sabart, Police Chief Dwight Pfannenstein, Finance Director Lori Bartlett, Public Works Director Terry Thene, Community Development Director Therese Haffner Others Present: Joel Vogel, Rich Feneis Public Comments: None Approve Agenda: Loso made a motion to approve the agenda. The motion was seconded by Goracke and passed unanimously by those present. Consent Agenda: Loso made a motion to approve the consent agenda; seconded by Schultz and passed unanimously by those present. a. Minutes—Approved the minutes of August 5, 2019 and August 19, 2019. b. Bills Payable—Approved the bills payables as presented. c. Change Order, MN St Trail—Authorized the City Administrator to execute Change Order#2 in the amount of$3,101.50. d. Application for Payment#6, MN St Trail—Authorized the Mayor to execute Pay Application#6 for the MN Street Trail and authorize payment to RL Larson Excavating, Inc. in the amount of $90,234.46. e. Roof Foaming—Approved root foaming by Dukes Root for 8,600 feet of sanitary sewer mains for an amount not to exceed $14,534.00. f. Early Bond Calls—Authorized the Mayor and City Administrator to execute resolution 2019-057 calling for the redemption of the outstanding General Obligation Improvement Bonds, Series 2011A Sewer Portion and 2009A GO Crossover Refunding Bonds. In addition, authorized the early redemption of the 2010 Sewer Revenue Note with the City of St. Cloud. EDA Revolvinq Loan Fund—Krewe Restaurant and Bakery: Ambuehl explained to the council that the Krewe loan application had been reviewed and recommended by both the finance committee and the EDA for the council to approve. Theisen made a motion to approve the RLF loan to Krewe Restaurant and Bakery; seconded by Loso and passed unanimously by those present. AED Save Station Request: Joe! Vogel, Rich Feneis made a presentation to the council on the current placement of AED devices in St Joseph. The council discussed the city's commitment to 5 AED's and the fact that a donation covered (4) of the city's devices. Theisen made a motion to approve the purchase of(4)AED save stations and provide $500.00 toward signage; seconded by Schultz and passed unanimously by those present. 2019 Street Improvement—Call for hearing: Council reviewed the three existing assessments for Joseph and Joanne Bechtold, PID#84.53300.0320, Shirley Hove, PID#84.53300.0321, Deutz Housing LLC, PID# 84.53725.0005 Loso made a motion to set the continuation of the special assessment public hearing for 6:OOpm October 7`", 2019; seconded by Schultz and passed unanimously by those present. Enqineer Reports—Metropolitan Transportation Plan Proiects: City Engineer Randy Sabart explained the current APO list and the project priorities the City of St Joseph should consider for addition to the current APO list. After discussion, the council felt that certain projects were applicable and some were under the county's discretion. Loso made a motion to approve the city engineer to prioritize 1-4 on the APO list; seconded by Schultz and passed unanimously by those present. September 5, 2019 Page 2 of 2 2020 Budaet: Loso asked administration to make cuts and trim down the budget further to lower the proposed levy. Public Works—St. Joseph Lions Donation: Thene brought forward a request form the Lions club to allow them to donate$16,082.00 for the Sound Attenuation and partial for Driveway/Parking lot lights. The lions asked that the city move up the timeline for parking lot lights and expansion of the parking lot to 2019. Schultz made a motion to approve the donation from the Lions club of$16,082.00, Approve SL-1801, and add the parking lot to the 2020 street plan. The motion was seconded by Buckvold. Aye: Schultz, Buckvold, Theisen Motion Carried: 3-1 Nay: Loso Call for Public Hearinq—Trobec's Tax Abatement: The council discussed setting a public hearing to review the Trobecs bus Tax Abatement. Shultz made a motion to set a public hearing for 6:00 pm September 16, 2019; seconded by Loso and passed unanimously by those present. Mavor Reports: Mayor Shultz discussed the Bonding bus tour. The mayor thanked the Public Works team for cleaning up the building and area before the tour.
