Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in special session
on Monday, September 23, 2019 at 6:00 PM at the St. Joseph Government Center, opening with the
pledge of allegiance.
Members Present: Mayor Rick Schultz. Councilors Anne Buckvold, Brian Theisen, Bob Loso, Troy
Goracke. City Administrator Kris Ambuehl
City Representatives Present: City Engineer Randy Sabart, Police Chief Dwight Pfannenstein, Finance
Director Lori Bartlett, Public Works Director Terry Thene, Community Development Director Therese
Haffner

Fair Winds Consulting Presentation:
Kristi Ackley from Fair Winds / Katrina Lynn presented their findings and recommendations for the
Community Center Project. After the presentation Kristi offered continued services for a Community
Engagement & Campaign Counsel in the amount of $66,000.00. The Council discussed the options and
recommended sending it to the Community Center board for review and recommendation.
2020 Preliminary Budget:
Finance Director Lori Bartlett presented the proposed 2020 budget. Council member raised concerns over the
Levy percentage. The CSO and Rec Director position where discussed and amounts of $25,000 per position
where recommended. The council asked staff to work to reduce the budget further and present in a budget
working meeting set for 6:00pm, Monday September 30. With a Special Meeting to follow to adopt the
proposed budget with recommended changes.
Adopt Proposed 2020 Levy
Tabled until 30 September Special Meeting.
Adjourn: Schultz made a motion to adjourn at 7:43 PM; seconded by Buckvold and passed
unanimously by those present.
