HomeMy WebLinkAbout2019 [10] Oct 07October 7, 2019 Page 1 of 2 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Monday, October 7, 2019 at 6:00 PM at the St. Joseph Government Center, opening with the pledge of allegiance. Members Present: Mayor Rick Schultz. Mayor Rick Schultz, Councilors Anne Buckvold, Brian Theisen, Bob Loso, Troy Goracke. City Administrator Kris Ambuehl City Representatives Present: City Engineer Randy Sabart, Police Chief Dwight Pfannenstein, Finance Director Lori Bartlett, Public Works Director Terry Thene, Community Development Director Therese Haffner, Administrative Services Coordinator/Deputy Clerk Kayla Klein Others Present: Kay Lemke, Brenda Kunkel, Kurt Haakonson, Jody Terhaar, Tom Opatz, Glen Werner, Margie Kalla, Al Kalla, Bernie Heurung, Cindy Kessler Public Comments: st Kurt Haakonson, 35 1 Ave NE: Haakonson is concerned about the issues arising from the college student partying. The congregation of students in the streets and yards of residents is concerning. The students can be disrespectful and sometimes leave garbage on lawns. Haakonson would like to work with the City to find ways to communicate with the students. Haakonson added that the event held by the La Playette was loud and the music was played past the time it was allowed to. Glen Werner, 103 Ash St E: Werner expressed the same concerns as Haakonson and had previously spoke to the Council regarding the student partying issue. Werner would like discussions to be had between the City, CSB, and students to do better. Werner added that these discussions need to be had every year because there are new students to the University every year. Brenda Kunkel, 41 Ash St E: Kunkel’s father, who previously owned the home, had repeated problems with students in their yard. The sidewalk is close to the front of her home and when the students congregate outside her home it feels like they are in her home. Kunkel agreed with Werner that education needs to happen every year. Kunkel welcomes the students to the City, but the residents deserve to have peace and tranquility in their homes. Schultz recommended City staff, CSB staff, residents, and landlords meet to go over the regulations and the best ways to communicate that with the students. Approve Agenda: Loso made a motion to approve the agenda. The motion was seconded by Theisen and passed unanimously. Consent Agenda: Schultz made a motion to approve the consent agenda with the minute corrections as noted by Buckvold; seconded by Theisen and passed unanimously. a. Minutes – Approved the minutes of September 16, 2019, September 23, 2019, September 30, 2019, September 30, 2019 workshop minutes. b. Bills Payable – Approved check numbers 055141-055244, and Payroll EFT #111746-111751 and Accounts Payable EFT #001895-001898. c. Pay Application No. 1 – Approved application for payment no. 1 for the 2019 Industrial Park East Improvements to R.L. Larson Excavating, Inc. in the amount of $408,178.42. d. School Resource Officer – Authorized the Mayor and Police Chief to execute the Joint Powers Agreement between the City of St. Joseph and ISD 742 for providing the cooperative funding of the School Resource Officer Program. e. Transfers – Authorized the operational transfers as presented. f. Treasurer’s Report – Approved the August 2019 treasurer’s report as presented. g. Donations – Accepted the donations and their purposes as presented. Continued Public Hearing – Contested Street Assessment: Ambuehl explained to the council that the contested street assessments for properties 84.53300.0320 and 84.53300.0321 owned by Joseph and Joanne Bechtold and Shirley Hove have agreed to terms. Additionally the assessments contested by Mike Deutz are close to October 7, 2019 Page 2 of 2 being settled and staff requests to have the Council approve the resolution finalizing the assessment roll \[contested parcels\] as discussed. Schultz opened the public hearing. As no one present wished to speak, Schultz closed the public hearing. Loso made the motion authorizing the Mayor and Administrator to execute Resolution 2019-063 Adopting Final Assessment Roll \[Contested Parcels\] for the 2019 Street Improvement Project. The motion was seconded by Theisen and passed unanimously. Engineer Reports: Construction projects are underway and contractors are hoping for better weather to stay on schedule. Mayor Reports: Schultz reported on the following:  The MN Senate Capital Investment Committed visited the Community center on a bus tour and the tour went great.  Midco is having a ribbon cutting ceremony for the launch of their new Midco Gig Internet in St. Joseph. th The ceremony will take place at the St. Joseph Government Center on Tuesday, October 8 at 1:00 PM.  Schultz received a letter from Ryan Gideon with the College of St. Benedicts thanking the public works staff in their help working through the street improvements.
