HomeMy WebLinkAbout[04a] Minutes, November 4th November 4, 2019 Page 1 of 2 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Monday, November 4, 2019 at 6:00 PM at the St. Joseph Government Center, opening with the pledge of allegiance. Members Present: Mayor Rick Schultz. Mayor Rick Schultz, Councilors Anne Buckvold, Brian Theisen, Bob Loso, Troy Goracke. City Administrator Kris Ambuehl City Representatives Present: City Engineer Randy Sabart, Police Chief Dwight Pfannenstein, Finance Director Lori Bartlett, Public Works Director Terry Thene, Community Development Director Therese Haffner, Administrative Services Coordinator/Deputy Clerk Kayla Klein Others Present: Cindy Kessler Public Comments: NA Approve Agenda: Loso made a motion to approve the agenda; seconded by Buckvold and passed unanimously. Consent Agenda: Schultz made a motion to approve the consent agenda with the minute corrections as presented; seconded by Goracke and passed unanimously. a. Minutes – Approved the minutes of October 21, 2019. b. Bills Payable – Approved check numbers 055290-055337, and Payroll EFT #111760-111766. c. Pay Application No. 2 – Approved application for payment no. 2 to R.L. Larson Excavating, Inc. in the amount of $778,724.36 for the 2019 Industrial Park East Improvements. d. Finance Technician Hire – Authorized the hiring of Hannah Kurkowski at step 4 on the pay scale upon successful completion of the employment screening process. e. Pay Application No. 1 – Approved application for payment no. 1 to Knife River Corporation in the amount of $619,408.37 for the 2019 Street Improvements. f. Part-Time Custodian Hire – Authorized the hiring of Jacob Reber at step 1 on the pay scale upon successful completion of the employment screening process. Community Center Lease Agreement: The City will be leasing 2,020 square feet of space in the community center to Gateway Church for $1,000.00/month. Theisen made a motion authorizing execution of the Community Center Lease for Space Agreement between the City of St. Joseph and Gateway Church. The motion was seconded by Goracke and passed unanimously. Engineer Reports, Water Supply Plan Adoption: Sabart reported the Water Supply Plan was updated by SEH in October 2017 and submitted to the DNR. In July of this year, the DNR formally approved the plan and the last step is to have the Council’s approval. The plan provides a summary of the water infrastructure for the City and makes sure the water supply is sufficient for the City. Loso moved to approve the Water Supply Plan with Appendix 5 being updated to reflect current contact information and authorizing execution of the Certificate of Adoption. The motion was seconded by Goracke and passed unanimously. Mayor Reports: Schultz reported on the following: th  November 18, Schultz and Ambuehl will be attending a meeting with the Governor’s Budget Committee to go over the bonding requests.  The Area Planning Organization (APO) found out their payroll vendor has been accused of stealing funds from their vendors.
