Pursuant to due call and notice thereof, the St. Joseph Economic Development Authority met on
Tuesday, August 20, 2019 at 7:00 AM in the St. Joseph Government Center.
Members Present: Board Members Doug Danielson, Larry Hosch, Dale Wick, Administrator/EDA Director

Members Absent: Rick Schultz, Troy Goracke
City Representatives Present: Community Development Director Therese Haffner
Others Present: Mary Bruno
Public Comments: No one present wished to speak.
Agenda Approval: Wick made a motion to approve the agenda, seconded by Danielson and passed
unanimously.
Consent Agenda: Wick made a motion to approve the consent agenda as follows; seconded by
Danielson and passed unanimously.
a. July Financial Report - Accepted the July 2019 Financial Report as presented.
St. Joseph Convention and Visitor’s Bureau (CVB) Update: CVB Board Member Mary Bruno provided an
update on their branding campaign and presented their budget. Bruno reported their marketing efforts,
including their Facebook page, t-shirt sales, and videos. Bruno shared that they have almost 1,300
Facebook page followers in three months. A video has been produced and a new video will come out for
each season. Bruno has agreed to perform the duties of a CVB Director part-time anticipating about 30
hours a month to start. Bruno will work with City Deputy Clerk Kayla Klein on having a landing webpage
on the City’s website to start with. An ad will be placed in the Newcomer Flyer and in the Greater St.
Cloud Area Visitors Guide. Hosch suggested Bruno contact Katie Virning, a marketing professional on
opportunities.
Wick made a motion to approve the CVB budget as presented. The motion was seconded by
Danielson and passed unanimously.
Krewe Restaurant – Revolving Loan Fund Request: Ambuehl presented the loan request from Krewe
Restaurant for their new restaurant and bakery. Ambuehl reported that the Finance Committee met and
reviewed the request and recommended approving a loan for $52,500.00 for a term of seven years at a
three percent interest rate. Danielson stated that leaving funds available in the Revolving Loan Fund was
critical.
Wick made a motion approving and recommending to the City Council a loan for Krewe and Flour
and Flower in the amount of $52,500.00 for a term of seven years at a three percent interest rate
from the City’s Revolving Loan Fund. The motion was seconded by Hosch and passed
unanimously.
Development Updates: Community Development Director Therese Haffner reported a site plan approval
request by Trobec’s Bus Service was under review. A building permit was issued for the new Dollar
General store.
