2. Public Comments Up to 3 speakers will be allowed for up to 3 minutes each to address the
council with questions/concerns/comments(regarding an item NOT on the agenda). No Council
Adrniniscrator response or action will be given/taken other than possible referral to Administration.

4. Consent Agenda
a. Minutes—Requested Action: Approve the minutes of November 18, 2019.
Mayor b. Bilis Payable—Requested Action:Approve check numbers 055397-055442 and Payroll EFT
#111767-111780 and accounts payable EFT#001903-001905.
Rick Schulcz c. Annual Licenses—Requested Action: Issue malt liquor, cigarette, and amusement licenses
based on the presented iist for the license period January 1, 2020 through December 31, 2020.
d. Transfers—Requested Action: approve the operating transfers as presented.
e. Pay Application No. 3—Requested Action:Approve application for payment no. 3 in the
Councilors amount of$723,355.12 to R. L. Larson for the 2019 Industrial Park East Improvements.
f. Pay Application No. 2—Requested Action:Approve application for payment no. 2 in the
Anne Buckvold amount of$613,907.68 to Knife River Corporation for the 2019 Street Improvements.
Troy Goracke 9� Sergeant Job Description—Requested Action:Approve the Sergeant job description as
Bob Loso presented, allowing the same to be filled.
h. Pay Application No. 7—Requested Action:Approve application for payment no. 6 in the
Brian Theisen amount of$20,763.49 to R. L. Larson for the MN Street Trail project.
i. Donations—Requested Action: Accept the donations and contributions as presented.
j. Early Voting Agreement—Requested Action:Authorize the Administrator to execute the Eariy
Voting Agreement with Stearns County for the 2020 Elections.
k. Final Assessment Roll, Industrial Park Improvements—Requested Action:Authorize the
Mayor and Administrator to execute Resolution 2019-067 Adopting Final Assessment Roll.
I. Sustainable Farming Association Raffle Request—Requested Action:Authorize the Mayor
and Administrator to waive the$40 fee and allow Sustainable Farming Association to conduct
a raffle in the city limits of St. Joseph.
