POSITION: SERGEANT
DEPARTMENT: Police
IMMEDIATE SUPERVISOR: Chief of Police
HOURS WORKED: 40 hours per week
FLSA STATUS: Non-Exempt
SUMMARY
Performs first-level supervisory police work that involves administrative duties and regular performance
of police officer duties and responsibilities. Makes personal recommendations to the Police Chief as
requested. Communicates with other police officers, police support personnel, city/county attorneys and
courts, public works employees, administrative staff, fire personnel and human services. Provides work
direction to police officers and police support personnel. Supervises and runs the department Reserve
program.
ESSENTIAL FUNCTIONS The following functions are intended only as illustrations of the various
types of work performed. The omission of specific duties does not exclude them from the position if the
work is similar, related or a logical assignment to the position.
May assume departmental responsibility as delegated by Police Chief.
Schedule police officers for regular and overtime shifts, if needed, to ensure 24-hour coverage.
Dis/approves requests for compensatory time, vacation and other leaves.
Assigns, coordinates and monitors work of police officers during shift.
Instructs police officers in the proper use of police equipment.
Daily reviews officer reports to ensure completeness and accuracy, content, grammar, and
spelling and monitors their transmissions.
Receives citizen complaints regarding officer misconduct, invigorates investigation and refers to
Police Chief as appropriate and notifies departmental personnel according to policy.
Ensures departmental policies, general orders, and directives are followed and answers questions.
Monitors safety procedure and provides feedback as necessary.
Performs all the essential duties and/or additional duties of police officer.
In charge of Reserve Program and works with Reserve Officers.
In charge of department evidence room.
Responsible for making copies of department DMT videos/camera system videos in interview
rooms.
Responsible for downloading in squad videos and preparing them for court.
OTHER DUTIES AND RESPONSIBILITIES
Records officer issued equipment.
Drafts policies and/or general orders for Police Chief’s review.
Completes news releases for local paper.
Reviews information and provides feedback to Police Chief as requested.
Serves as key intake officer for evidence and ensures applicable logging procedures are followed.
Performs related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge, skill, and ability to effectively use personal and departmental equipment.
Knowledge of departmental policies, directives and procedures.
Knowledge/proficient in restorative justice practices.
Basic knowledge of medical and legal practices and terminology.
Skill in gathering appropriate information through interviewing victims, witnesses, and suspects
and contacting other law enforcement agencies.
Skill in operating a police vehicle in all kinds of weather conditions and situations.
Ability to use senses of sight, hearing and smell.
Ability to use several types of vision (far, near, depth, peripheral and night).
Ability to exert considerable physical effort when required during calls for service or emergency
situations (e.g. subduing others, transporting victims, etc.).
Ability, knowledge and skill to work in an undercover capacity.
Ability to gain, manage and effectively use informants for criminal investigations.
Ability to comprehend/apply federal, state, county and city criminal, traffic and other civil laws.
Ability to work independently and interact with many diverse groups such as juveniles, mentally
ill persons, the elderly, and other ethnic groups.
Ability to analyze problems/situations and take decisive and effective action.
Ability to use computer, tape recorder, and police management software.
Ability to prepare routine reports, case files, and correspondence.
Knowledge of supervisory practices and techniques.
Physical abilities: Must have the ability to read and discern visual images on a variety of media.
Must have the ability to remain seated or standing for up to eight hours at a time with appropriate
breaks within the time frame. Must have ability to operate a keyboard. Must have the ability to
lift up to 50 pounds.
QUALIFICATIONS
Associates degree in law enforcement from an accepted program and five years full time
experience as a peace officer with the City of St. Joseph and some knowledge of leadership
principles and techniques
Post Board Certified
Valid MN Driver’s License
Certification as EMS First Responder
Must meet all state-mandated certifications and medical requirements
WORKING CONDITIONS
Patrol work is typically performed with squad car or on foot and may involve time spent in and
out of buildings. Administrative duties are either performed in office or squad car. Potential
exposure to hostile/violent behavior, temperature extremes, infectious diseases, fire and smoke,
and loud noises exists when responding to calls for service.
