HomeMy WebLinkAbout[06] Public Hearing, 2020 Fee Schedule Council Agenda Item 6 MEETING DATE: December 2, 2019 AGENDA ITEM: Public Hearing - 2020 Fee Schedule SUBMITTED BY: Finance BOARD/COMMISSION/COMMITTEE RECOMMENDATION: None PREVIOUS COUNCIL ACTION: Council met in November to review the fee schedule. BACKGROUND INFORMATION: A public hearing is required under State Statutes prior to changing the fee schedule. Staff published a public hearing notice in the November 22, 2019 in the St. Cloud Times. The proposed fee schedule was available for public viewing. A few comments on the changes in the proposed fee schedule. Utility analysis follows after the points below. Changes are proposed in the yellow highlight. In some cases, the fees struck out were reclassified and/or condensed with other fees. 1. Staff includes information regarding city happenings in the bi-monthly newsletter. Businesses are allowed to purchase ads. The 2020 fees coincide with the space constraints for sizes. The th 1/8 page size fee was increased because the size is a little larger than previous years. 2. The Business profiling was a project started by a retired resident. The resident moved from the community and the project was discontinued. 3. The Center Point Energy Gas Service franchise fee is still being negotiated. The fees presented are tentative the ordinance approval later on. A few properties in the annexed area will be affected by the fee. 4. Bulk water fees throughout the fee schedule were updated based on new water rates in Appendix C. 5. Planning and zoning fees for the city and orderly annexation area were consolidated based on city ordinance and the OAA that was adopted in February. The fees recommended cover the administrative costs to process the applications. Legal and engineering fees, if needed, will be covered with escrow accounts. The escrow amounts are average costs to complete the planning request collected for. Any unused fees will be refunded. Fees in excess of the escrow will be invoiced monthly as they occur. 6. The dog impound fee represents the charges the city receives from the Humane Society. 7. Bike Share Program will begin in the spring 2020. The fee is agreed upon between the cities of Waite Park and St. Joseph. 8. Permanent Sign – The flat fee covers cost and more accurately calculates the fee needed to collect for any sized sign/project. The plan review is similar no matter the scope of the sign. 9. Water Access (WAC) is proposed to be reduced and Sewer Access (SAC) increased resulting in an overall reduction in the development fees. This will put the city in the mix with area cities to encourage development in St. Joseph. The fees proposed along with projected units will cover the upcoming bond costs. There is a bit of a reserve in WAC/SAC collections from the last couple years where fees collected exceeded budgeted needs. 10. Meter fees are adjusted based on quotes received from the supplier. 11. The DBL Lift Station sewer trunk fee is proposed to increase slightly for the upgrades added for the 2019 industrial park project. 12. The Storm Water Development fee is proposed to split out based on typical runoff for the given use. Single family and multi-family have much less impervious space on their lots versus commercial and industrial. Credits may be given for mitigation factors added by developers. 13. The fire compensation was recommended by the St. Joseph Fire Board and included in the proposed budget. The number of calls is on the rise and new regulations are requiring more time of the Fire Chief, Assistant Chief and Secretary. rd 14. The summer seasonal hourly rate was increased for employees working in their 3 and beyond years with Public Works. The staff are trained to complete the work without a lot of extra supervision. Enterprise Funds The Enterprise funds operate like a business where fees cover the operational costs of the function. Operational costs include day to day operations, depreciation and debt costs. In 2015/2016, the city hired Carl Brown Consulting to assist with establishing water and sewer rates for the current year and proposed future ten years. Staff completes annual comprehensive studies to analyze how the rates are funding operations, what projects are upcoming and the needs over a ten year period. In the case of the street light utility, the City mediated a settlement with CSB in 2019 to dictate how their fees are charged. Further, the refuse charges will be rebid in 2020 for years 2021-2023. Storm water fees are proposed to increase. City council opted to buy-down the reserved balance for a couple years to offset increases in water and sewer. The storm water fund cannot continue to subsidize without a large shortfall so staff recommends an increase to get back on track. Water and sewer funds have stabilized. Slight increases are proposed in the usage rates as needed for operations and upcoming projects. Below is a summary of the City’s utility rates and the effect on an average single family home and commercial property. All cities are still working on their final 2020 rates for their December meetings. Also, since each city has different enterprise funds, only water and sewer rates were compared. Water and sewer are the most significant utility fees in each city. Water rates amongst the area cities vary greatly. Each system is in a different place in the useful lives and capacity needs/availability for each city. Each city, except for Cold Spring, are part of the St. Cloud Wastewater Area Commission (SCAWAC). Not only was the treatment plant upgraded to meet future capacity needs for the group, plant modifications were completed to meet new regulations and discharge treatments. In addition to the treatment plant, the conveyance system (pipes and lift stations) required maintenance. In 2008 the conveyance system experienced a major main break near St. Cloud State. St. Cloud commissioned a company to televise all old clay pipes for further potential failures. Capacity in the pipes and redundancies were also analyzed. Based on the report, the life of the infrastructure and future capacity needs, several mains and lift stations were lined and upgraded. Depending upon where the infrastructure that was repaired is located determined the city that participated in the costs. Each city is affected differently by the conveyance (SIS) projects. St. Joseph participates in five SIS, the main lift station project and two treatment plan projects. The City of Foley requested to join SCAWAC due to capacity and treatment failures in their treatment plant. SCAWAC is reviewing the option and how this affects each community. More information to come in the next few months.
