JOSEPH MEETING DATE: December 10, 2019 AGENDA ITEM: Preliminary and Final Plat, Minor Subdivision Request Haeg Addition/Soggy Bottom 12096 Collegeville RD, Parcel: 31.20655.0000 BACKGROUND INFORMATION: Applicant Information: Richard and Eileen Haeg, Owners Existing Zoning: Urban Expansion, UE Future Land Use: Low Density Residential Location: Collegeville RD, west of 115 Av & north CSAH 75 Agency Comments: The submitted plat has been forwarded to Stearns County. Stearns County Environmental Services will review the proposed plat for approval. Lot 1, Block 1 will be assigned two tax Parcel identification numbers given it is within both St. Joseph and St. Wendel Townships. Overall Plat Information. Access: Access to the plat would be derived from Collegeville RD. The current parcel in St. Joseph Township in the orderly annexation area is approximately 4.29 Acres. The owner is requesting a two lot plat (minor subdivision) to sell property to their son for construction of a new house. The proposed subdivision includes about 4 Acres in St. Joseph Township and 14.50 Acres of abutting property within St. Wendel Township. A residual parcel of approximately .50 Acres will be created. Plat Name/Legal Description: The proposed plat name and legal description are inconsistent and will need to be revised accordingly. Wetland: The property appears to have wetlands. Stearns County administers the Wetland Conservation Act. Lot Requirements would follow the UE District. Size Use Block 1, Lot 1 10.47 Acres Future Single Family Home Outlot A (St. Wendel Township) 8.04 Acres Open Space Lot Area: The minimum lot size is one acre and median lot width is 150 feet in the UE District. The lot meets this requirement. RESOLUTION APPROVING THE PRELIMINARY AND FINAL PLAT Haeg Addition/Soggy Bottom WHEREAS, the Joint Planning Board has received a request for approval of a minor subdivision (two lot plat). WHEREAS, a minor subdivision requires preliminary and final plat approval. WHEREAS, on December 10, 2019, the Joint Planning Board reviewed the proposed preliminary plat of Haeg Addition/Soggy Bottom; and WHEREAS, a final plat for Haeg Addition/Soggy Bottom has been submitted which indicates that the final plat is consistent with the preliminary plat; and NOW, THEREFORE, BE IT RESOLVED BY THE JOINT PLANNING BOARD OF ST. JOSEPH, MINNESOTA: That the preliminary and final plat of Haeg Addition/Soggy Bottom be approved with the following conditions: 1. The plat name and legal description shall be consistent and revised accordingly. 2. The St. Joseph Planning Commission shall be removed as signatures of the final plat/mylars. 3. Contingent on approval of St. Wendel Township and Stearns County. 4. A Deed restriction for the residual parcel shall be prepared and recorded if required by Stearns County. Whereupon said resolution was declared duly passed and adopted by the Joint Planning Board this 10th day of December, 2019. ST.
