HomeMy WebLinkAbout[04] 2019 Minutes November 12 November 12, 2019 Page 1of1 Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in a regular session on Tuesday, November 12, 2019 at 6:00 PM in the St. Joseph City Hall opening with the Pledge of Allegiance. Planning Commission Members Present: Commissioners, Steve Olson, Mike Ross, Brian Theisen, Daryl Schaefer, Chad Hausmann, Matt Johnson, Community Development Director Therese Haffner Members Absent: Gina Dullinger Others Present: Approval of the Agenda: Johnson made a motion to approve the agenda; seconded by Theisen and passed unanimously by those present. Approval of the Minutes: Theisen made a motion to approve the minutes of October 14,2019; seconded by Olson and passed unanimously by those present. Ordinance Amendments: In June, the Planning Commission discussed rental regulations and recommended more flexibility in allowing rentals in residential districts. Haffner presented the proposed changes to the zoning ordinances. The major changes included the removal of the interim use permit process in the R1 Single Family Zoning District, changing the back yard setback to feet rather than a percentage and general ordinance cleanup to make the ordinances more concise. Proposed amendments to the B1 Central Business District and B2 Highway Business District included reformatting and moving convenience stores, gasoline service stations, motel and hotel from a conditional use to a permitted use in the B2 Zoning District. The minimum lot size was increased in the B-2 Highway Business District and B-3 General Business District and additional language was added for side yard setbacks. The Housing, Maintenance, and Occupancy Ordinance is the ordinance that the City would utilize to govern rentals. At this time, staff is reviewing the ordinance for additional changes. 2020 Meeting Calendar: Haffner presented the proposed 2020 meeting calendar.Johnson moved to approve the 2020 meeting calendar; seconded by Theisen and passed unanimously by those present. Council Liaison Report: Theisen reported the Council did not approve the conditional use permit request for the Caribou Coffee request due to traffic concerns. The Council continues to work on the 2020 budget. Adiourn: Olson moved to adjourn the meeting at 6:32 PM.The motion was seconded by Theisen and passed unanimously by those present.
