HomeMy WebLinkAbout2020 [01] Jan 21 January 21, 2020 Page 1 of 2 Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session on Tuesday, January 21, 2020 at 6:00 PM at the St. Joseph Government Center, opening with the pledge of allegiance. Members Present: Acting Mayor Anne Buckvold. Councilors Bob Loso, Troy Goracke, Brian Theisen, Administrator Kris Ambuehl. City Representatives Present: Police Chief Dwight Pfannenstein, Public Works Director Terry Thene, Finance Director Lori Bartlett, Community Development Director Therese Haffner, Deputy Clerk Kayla Klein Public Comments: NA Approve Agenda: Loso made a motion to approve the agenda; seconded by Buckvold and passed unanimously by those present. Consent Agenda: Buckvold made a motion to approve the consent agenda; seconded by Theisen and passed unanimously by those present. a. Minutes – Approved the minutes of January 6, 2020. b. Bills Payable – Approved check numbers 055569-055623 and Payroll EFT # 111802-111808 and Accounts Payable EFT #001910-001913. c. Pay Equity Compliance – Accepted the 2020 Pay Equity Report as presented. th d. Treasurer’s Report – Approved the 4 quarter and December 2019 financial reports as presented. e. Donations – Accepted the donations and contributions as presented. f. Election Judges – Appointed the election judges for the 2020 Presidential Nomination Primary. g. Homework Starts with You Grant Program – Authorized the Mayor and Administrator to submit the letter of support. h. Part-time Recreation Director Hire – Authorized the hiring of John Anderson at step 1, $23.84 on the pay scale upon the successful completion of the employment screening process. i. Safe Routes to School Technical Assistance Grant – Authorized Stearns County Public Health to submit a Safe Routes to School Demonstration Project Technical Assistance Grant application on behalf of the City of St. Joseph. j. Rivers Bend Plat 3 Subdivision Acceptance – Accepted Rivers Bend Plat 3 Subdivision improvements as recommended by the City Engineer. k. Subordination Agreement – Authorized the Mayor and Administrator to execute the Subordination Agreement for Bad Habit Brewing Company. l. Pay Application #4 – Approved Application for Payment #4 to R.L. Larson Excavating, Inc. in the amount of $24,337.10 for the 2019 Industrial Park East Improvements. m. Off-Site Gambling Request – Authorized the Mayor and Administrator to execute Resolution 2020- 003 approving the off-site gambling permit to allow the St. Joseph Lions to operate lawful gambling at Sal’s Bar on April 10, 2020. n. Satisfaction of Mortgage – Authorized the Mayor and Administrator to execute the Satisfaction of nd Mortgage for 114 – 2 Ave NE. Department Head Reports, Administration: Ambuehl provided a summary of the meetings he attended over the past month as well as upcoming meetings he will be attending. st Department Head Reports, Community Development: Haffner reported that April 1 is Census Day and residents will receive information in the Mail in March to respond online, by mail, or by phone. Haffner also reported she will be meeting with local businesses as part of the Business, Retention and Expansion Program. th Finance: Bartlett reported that the November/December utility bills were mailed January 10 and park nd scheduling opened up on January 2 for 2020. The audit will take place mid-March and staff is preparing for that. January 21, 2020 Page 2 of 2 Department Head Reports, Public Works: Thene reported the department is busy clearing the streets of snow and working with residents on concerns and other issues that arise. Staff is also completing year- end reports. Department Head Reports, Police: Pfannenstein reported that due to the cold, snow, and holiday break, that it has been quiet in the Police Department. Two officers have applied for the internal position of th Sergeant. Students return to campus January 13 and staff continues to go to training as needed. Acting Mayor: Loso made a motion nominating Tory Goracke for acting Mayor. The motion was seconded by Theisen. Aye: Theisen, Loso Nay: Goracke, Buckvold Motion Failed: 2-2 Theisen moved to table the acting mayor appointment until the February 3, 2020 meeting. The motion was seconded by Buckvold Aye: Theisen, Buckvold, Goracke Nay: Loso Motion Carried: 3-1 Discussion was had on not waiting to decide on who should be acting mayor. Loso made a motion appointing Brian Theisen as acting Mayor. The motion was seconded by Buckvold and passed unanimously by those present. Mayor Appointments: Loso moved to approve the 2020 mayor appointments as presented. The motion was seconded by Theisen and passed unanimously by those present. Janelle Schneekloth, St. Joseph Newsleaders: Schneekloth approached the Council requesting The Newsleaders be appointed as the City’s official newspaper. Ambuehl stated that due to the paper being published bi-weekly, the City can’t use them as their publishing paper. Adjourn: Goracke made a motion to adjourn at 6:24 PM; seconded by Theisen and passed unanimously by those present. Kris Ambuehl Administrator
