HomeMy WebLinkAbout[05] 2019 Dec 09 MinutesDecember 9, 2019 Page 1 of 2 Pursuant to due call and notice thereof, the Planning Commission for the City of St. Joseph met in a regular session on Monday, December 9, 2019 at 6:00 PM in the St. Joseph City Hall opening with the Pledge of Allegiance. Planning Commission Members Present: Chair Gina Dullinger, Commissioners, Mike Ross, Brian Theisen, Daryl Schaefer, Chad Hausmann, Community Development Director Therese Haffner Members Absent: Steve Olson, Matt Johnson Others Present: City Administrator Kris Ambuehl Approval of the Agenda: Theisen made a motion to approve the agenda; seconded by Ross and passed unanimously by those present. Approval of the Minutes: Schaefer stated he was absent at the November 12, 2019 meeting. Dullinger made a motion to approve the minutes of November 12, 2019 as amended; seconded by Olson and passed unanimously by those present. Public Hearing, Ordinance Amendments 502 and 505: Haffner presented the proposed amendments to the Zoning Ordinance 502 and Rental Ordinance 505. The amendments included: cleaning up language; adding additional definitions, adding recreational vehicle and trailer section to the off-street parking ordinance; amending the rear -yard setbacks in the R-1, R-2, and R-4 Residential Districts and removing the restrictions on rentals; the interim use permit sections in the B-1 and B-2 Business Districts was amended; and the ordinance language was cleaned up with some reformatting. Ordinance 505 Housing and Rental Ordinance was rewritten utilizing the current ordinance and reviewing area cities' standards. Dullinger opened the public hearing on the Amendments to Zoning Ordinance 502. As no one present wished to speak, Dullinger closed the public hearing. Dullinger asked for further clarification on the size of a convenience store and suggested removing the language `that is limited in area' from the definition. Dullinger also suggested removing the definition of rooming house from the Ordinance. Ambuehl recommended keeping rooming house in the ordinance to account for potential hotels being sold and use as rehabilitation facilities. Regarding recreational vehicles and trailers the ordinance should be clarified to state that not more than 2 licensed and operable recreational vehicles or trailers can be parked at a residence. Dullinger suggested further clarification on vinyl, steel and aluminum lap siding. Dullinger made a motion recommending the City Council approve the amendments to Ordinance 502 Zoning Ordinance with additions as suggested. The motion was seconded by Theisen and passed unanimously by those present. Dullinger made a motion recommending the City Council approve Ordinance 505 Housing, Maintenance and Rental Ordinance. The motion was seconded by Hausmann and passed unanimously by those present. Council Liaison Report: Theisen reported the Council is finalizing Union agreements. Haffner stated that both Dullinger's and Schaefer's terms are up at the end of the year and Haffner thanked both for their service.
