Pursuant to due call and notice thereof, the St. Joseph Joint Planning Board met on Tuesday, December
10, 2019 at 7:00 PM at the St. Joseph Government Center.
Members Present: Members Chad Hausmann, Matt Johnson, Steve Olson, Brian Theisen, Ralph Eiynck,
Brenda Stanger, Dennis Durand, Community Development Director Therese Haffner
Members Absent: Chair Doug Fredrickson
Others Present: St. Joseph Township Clerk Ann Reischl, City Administrator Kris Ambuehl, Eileen Haeg,
Chris Haeg
Approval of the Agenda: Hausmann made a motion to approve the agenda; seconded by Theisen
and passed unanimously by those present.
Introductions: Introductions were made
Minutes: Olson made a motion to approve the minutes of the March 11, 2019; seconded by
Stanger and passed unanimously by those present.
New Business
a. Preliminary and Final Plat — Haeg Addition/Soggy Bottom
Haffner presented the preliminary and final plat of Haeg Addition/Soggy Bottom. A portion of the property
is located in St. Wendel Township and St. Joseph Township. Haffner discussed the plat with Stearns
County who will assign two tax parcel identification numbers accordingly. The property has wetlands and
the Wetland Conservation Act is administered by Stearns County. The property is located in the Urban
Expansion District and all lot requirements would be met. Stanger asked if an application had been made
to Stearns County yet. Applicant Chris Haeg responded that they have not as they were waiting until after
they received approval from this Board.
Hausmann made a motion to approve the Resolution Approving the Preliminary and Final Plat of
Haeg Addition/Soggy Bottom with conditions; seconded by Theisen. The motion was passed
unanimously by those present with the following conditions:
1. The plat name and legal description shall be consistent and revised accordingly.
2. The St. Joseph Planning Commission shall be removed as signatures of the final
plat/mylars.
3. Contingent on approval of St. Wendel Township and Stearns County.
4. A Deed restriction for the residual parcel shall be prepared and recorded if required by
Stearns County.
Other Business
a. 2020 Meeting Calendar
Haffner presented the proposed 2020 Meeting Calendar and asked if the Board was agreeable to
meeting at 6 PM. Consensus was to meet on the second Tuesday of the month at 6 PM as needed.
b. Member Updates
Haffner announced that Dollar General was now open and Krewe Restaurant and Flour to Flower Bakery
were planned to open in the spring.
Adjourn: Hausmann made a motion to adjourn at 7:13 PM; seconded by Olson and passed
unanimously by those present.
