PREVIOUS COUNCIL ACTION:
BACKGROUND INFORMATION: In 2008, Minnesota voters passed the Clean Water, Land &
Legacy Amendment (Legacy Amendment) to protect drinking water sources, to protect, enhance, and
restore wetland, prairies, forests, and fish, game, and wildlife habitat, preserve arts and cultural heritage,
to support parks and trails, and to protect, enhance, and restore lakes, rivers, streams, and groundwater.
The Legacy Amendment increases the state sales tax by three-eighths of one percent beginning on July 1,
2009 until 2034. A portion of the funds (14.25%) goes to the parks and trails fund.
The Greater Minnesota Regional Parks and Trails Commission (GMRPTC) was created in 2013 (MN
Statute 85.536) to provide recommendations to legislatures for grants for parks and trails in greater MN,
outside of the seven-county metropolitan area for parks and trails of regional significance. The
Commission must determine whether a park or trail is regionally significant based on the definitions and
criteria determined in the greater Minnesota parks and trails strategic plan, along with the following
criteria:
(1) a park must provide a natural resource-based setting and should provide outdoor recreation facilities
and multiple activities that are primarily natural resource-based;
(2) a trail must serve more than a local population and where feasible connect to existing or planned state
or regional parks or trails;
(3) a park or trail must be utilized by a regional population that may encompass multiple jurisdictions;
and
(4) a park may include or a trail may pass unique natural, historic, or cultural features or characteristics.
Before a city can apply for Legacy Amendment grant funding for a park, the park must be designated a
Regional Park by the GMRPTC.

REQUESTED COUNCIL ACTION: Motion to Adopt Resolution 2020-008 authorizing application
to Greater Minnesota Regional Parks and Trails Commission (GMRPTC) for Regional Park Designation
for East Park (Outlot L, Rivers Bend).

SUPPORTING REGIONAL PARK DESIGNATION APPLICATION IN
GREATER MINNESOTA FOR EAST PARK
OUTLOT L, RIVERS BEND, ST. JOSEPH, MINNESOTA
BE IT RESOLVED that the City of St. Joseph, Minnesota as lead applicant, has the
authority to act as legal public sponsor for the application described in the Request for
Designation as a Regional Park or Trail in Greater Minnesota.
BE IT FURTHER RESOLVED that the City of St. Joseph is fully aware of the
information provided in the application and associated responsibilities, including long-
term commitments as defined in the application and related master plan and supporting
information as submitted.
BE IT FURTHER RESOLVED that should East Park/Outlot L of Rivers Bend receive
formal designation as a Regional park in Greater Minnesota by the Commission, that the
City of St. Joseph has the legal authority to enter into formal designation and funding
agreements with the Commission for the referenced park.
BE IT FURTHER RESOLVED, that the City of St. Joseph, Minnesota certifies it will
comply with all applicable laws and regulations associated with regional designation and
any future grant funding for their respective portions of any project.
Whereupon said resolution was declared duly passed and adopted by the St. Joseph City Council
this 16th day of March, 2020.
