BACKGROUND INFORMATION: The construction of local improvements is regulated through the 429 process which includes a series of resolutions that must be adopted by the Council. The purpose of the public improvement hearing is to provide residents with notice of the proposed improvement and projected assessments. The hearing is to focus on the merit of the project, not the assessment. Those affected will have an opportunity at a later hearing to discuss the assessments when final numbers are available. ATTACHMENTS: Request for Council Action Public Hearing Notice Resolution 2020-007 Ordering Improvements and Preparation of th Plans for the 2020 20 Avenue SE Improvements REQUESTED COUNCIL ACTION: Authorize the Mayor and Administrator to execute Resolution th 2020-007 Ordering the Improvements and Preparation of Plans for the 2020 20 Avenue SE Improvements. CITY OF ST. JOSEPH NOTICE OF HEARING ON IMPROVEMENT th 2020 – 20 Ave SE Improvements Notice is hereby given that the City Council of St. Joseph will meet in the Government Center Council Chambers, 75 Callaway St E, at 6:00 PM, or shortly thereafter, on March 16, 2020, to th consider the making of an improvement on 20 Avenue SE from Minnesota Street E to the projected extension of Dale Street E, by constructing bituminous surfacing, storm sewer, sanitary sewer and decorative amenities pursuant to MN Statute § 429.011 to 429.111. The estimated cost of the improvement is $ 2,900,000.00. A reasonable estimated cost of the impact of the assessments will be available at the hearing and on the City website (www.cityofstjoseph.com). Such persons, as desire to be heard with reference to the proposed improvement, will be heard at this meeting. Kris Ambuehl Administrator Publish: March 5, 2020 and March 12, 2020 RESOLUTION 2020-007 ORDERING IMPROVEMENT AND PREPARATION OF PLANS th 2020 – 20 Ave SE Improvements WHEREAS, by motion of the city council on the 2nd day of March, 2020, a date was fixed for a council th hearing on the proposed improvement to 20 Avenue SE from Minnesota Street E to the projected extension of Dale Street E, by bituminous surfacing, storm water and sewer improvements, and to assess the benefited property for a portion of the cost of the improvement. AND WHEREAS, appropriate notice of the hearing was given, and the hearing was held thereon on the th 16 day of March, 2020, at which all persons desiring to be heard were given an opportunity to be heard thereon, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: 1. Such improvement is necessary, cost-effective, and feasible as detailed in the feasibility report. th 2. Such improvement is hereby ordered as proposed in the council resolution adopted the 16 day of March, 2020. 3. SEH is here by designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. 4.
