PREVIOUS COUNCIL ACTION: On March 2, 2020, the City Council accepted the feasibility
report and called for the public later this evening.
BACKGROUND INFORMATION: City Engineer, Randy Sabart, presented the feasibility report at
the last Council meeting and the council approved to move forward with the public improvement hearing.
There was not a formal resolution adopted at that meeting, approval was just by motion.

RECEIVING REPORT AND CALLING HEARING ON IMPROVEMENT

2020 20 Avenue SE Improvements
WHEREAS, pursuant to approval by the City Council on January 6, 2020, the Council ordered
th
the preparation of a feasibility report for the proposed improvement to 20 Avenue SE from
Minnesota Street East extending south to the potential easterly extension of Dale Street
bituminous surfacing, storm water and sewer improvements, and to assess the benefited
property for a portion of the cost of the improvement. The report has been prepared by
the City Engineer Randy Sabart of SEH; and,
WHEREAS, the report was received by the City Council on March 2, 2020; and
WHEREAS, the report provides information regarding whether the proposed project is
necessary, cost-effective, and feasible,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH,
MINNESOTA:
1. The Council will consider the improvement of such street in accordance with the report
and the assessment of abutting property for all or a portion of the cost of the
improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of
the improvement of $2,900,000.00.
2. A public hearing shall be held on such proposed improvement on the 16th day of
March 2020, at the St. Joseph City Hall at 6:00 p.m. and the clerk shall give mailed
and published notice of such hearing and improvement as required by law.
