Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session
on Monday, February 3, 2020 at 6:00 PM at the St. Joseph Government Center, opening with the pledge
of allegiance.
Members Present: Mayor Rick Schultz. Councilors Anne Buckvold, Bob Loso, Troy Goracke, Brian
Theisen, Administrator Kris Ambuehl.
City Representatives Present: City Engineer Randy Sabart, Police Chief Dwight Pfannenstein, Public
Works Director Terry Thene, Finance Director Lori Bartlett, Community Development Director Therese
Haffner, Deputy Clerk Kayla Klein
Public Comments: NA
Approve Agenda: Loso made a motion to approve the agenda; seconded by Theisen and passed
unanimously.
Consent Agenda: Theisen made a motion to approve the consent agenda; seconded by Loso and
passed unanimously.
a. Minutes – Approved the minutes of January 21, 2020.
b. Bills Payable – Approved check numbers 055624-055667 and Payroll EFT # 111809-111815.
c. Performance Measurement – Approved conducting a survey of the City’s performance
benchmarks with the assistance of LMC establishing the questions.
d. Surplus Porperty – Declared the HP plotter, 1997 street sweeper and JD walk behind mower as
surplus and authorized the sale or trade in for the best available value and disposing of the old
CPU’s per City policy.
Amendment to Tower Lease Agreement - Sprint: Loso made a motion authorizing the Mayor and
Administrator to execute the Amendment to the Tower Lease Agreement with Sprint. The motion
was seconded by Theisen and passed unanimously.
CenterPoint Energy Franchise Ordinance Amendment: Buckvold made a motion approving
Ordinance 2020-03 Repealing and Replacing Ordinance 2020-01 Adopting CenterPoint Gas
Franchise Agreement. The motion was seconded by Loso and passed unanimously.
Theisen moved to approve Ordinance 2020-03 Summary Ordinance; seconded by Loso and
passed unanimously.
2020 Equipment Certificates: Because the size of the equipment certificate is low, the City decided to
solicit bids for funding of the certificates. Sentry Bank offered a 1.45% interest rate and staff recommends
moving forward with them.
Loso made a motion authorizing the Mayor and Administrator to execute Resolution 2020-004
contracting with Sentry Bank for the issuance and sale of a $220,000 GO Certificate of
Indebtedness, Series 2020A and approving the quotes for the lawn tractor, street sweeper, and
mower. The motion was seconded by Buckvold and passed unanimously.
Engineer Reports: No Report.
Mayor Reports: Schultz reported the CMBA will meet to discuss permitting fees and how the fees affect
future development.
Adjourn: Loso made a motion to adjourn at 6:08 PM; seconded by Buckvold and passed
unanimously.
