Pursuant to due call and notice thereof, the City Council for the City of St. Joseph met in regular session
on Monday, March 2, 2020 at 6:00 PM at the St. Joseph Government Center, opening with the pledge of
allegiance.
Members Present: Mayor Rick Schultz. Councilors Anne Buckvold, Bob Loso, Troy Goracke, Brian
Theisen, Administrator Kris Ambuehl.
City Representatives Present: City Engineer Randy Sabart, City Attorney Susan Dege, Police Chief
Dwight Pfannenstein, Public Works Director Terry Thene, Finance Director Lori Bartlett, Community
Development Director Therese Haffner, Deputy Clerk Kayla Klein
Others Present: Ann Reisner, Shawn Reisner, Kay Lemke, Bob Cost, Dale Wick, Mikki Sand, Bob Cost
Public Comments: NA
Approve Agenda: Theisen made a motion to approve the agenda with the addition of item 9.
Closed Session. The motion was seconded by Buckvold and passed unanimously.
Consent Agenda: Goracke made a motion to approve the consent agenda; seconded by Buckvold
and passed unanimously.
a. Minutes – Approved the minutes of February 18, 2020.
b. Bills Payable – Approved check numbers 055742-055785 and Payroll EFT #111823-111829 and
Accounts Payables EFT #001916
Public Hearing – Outdoor Event, La Playette: Schultz opened up the public hearing for the outdoor event
request submitted for the La Playette for an event to be held on August 28, 2020.
Kay Lemke, 33 Ash St E: Lemke brought forward her concerns on the noise cause by the event. She is in
support of the event, but would like the volume level to be addressed.
As no one else present wished to speak, Schultz closed the public hearing at 6:06 PM.
Ann & Shawn Reisner, Applicants: The applicants will address the noise level with the band and are
welcome to additional suggestions regarding noise mitigation. The band will stop at 11:30 PM.
Schultz suggested having the stage/speakers point towards downtown and in the direction of the
businesses instead of towards residential areas.
Theisen moved to approve the temporary outdoor event on August 28, 2020 at the La Playette. The
motion was seconded by Buckvold and passed unanimously.
La Playette, Street Closure: Theisen moved to approve the street closure request to close the alley
to the north of the La Playette on August 28, 2020 from 2:00 PM – 2:00 AM on August 29, 2020. The
motion was seconded by Buckvold and passed unanimously.
Engineer Reports, MN Streetscape Plan: Bob Cost, representing SEH, presented the MN Streetscape
Plan. Cost discussed the current conditions and that some trees are good while others need replacement.
Additionally, the pavers have outlived their useful life and the tree roots are pushing the block up. Cost
then presented two options.
Option A: replace street trees with a hardier, disease resistant species, install vertical root barrier between
pavers and sidewalks, expand tree planter areas, replace concrete planter curb, replace old pavers with
clay-fired brick pavers, replace existing benches, litter receptacles, and sidewalks, and add curb

extensions on MN Street, on 1 Ave NW, and College Ave S. The estimated cost for Option A is
$1.263M.
Option B: replace street trees with hardier, disease resistant species, install vertical root barrier between
pavers and sidewalks, remove existing tree curbing, replace sidewalks, add a new 2’ wide paver band
along north side of MN Street, add full curb extensions at all sides of intersections of College Ave and MN

St., add curb extensions at 1 Ave NW across MN Street, add decorative lighting fixtures with seasonal
flower baskets along north side of MN Street.
Within option B, there are two additional options for pavers. Option B-1 is to install new clay-fired brick
pavers and expand tree planters. Option B-2 is to replace existing pavers with colored concrete patterned
with a 1’x1’ grid on both sides of MN Street.
Cost noted that the clay-fired brick is costlier but lasts 3-4 times longer than colored concrete.

General consensus was to continue discussion at the March 30 all City work session.

Engineer Reports, 20 Avenue SE Feasibility Report: Sabart presented the Feasibility Report for the 2020

20 Ave SE Improvements. The report addresses the proposed new minor arterial street and municipal
th
utility improvements for the 20 Ave SE corridor from MN Street E extending south to a point
approximately 1,600 feet from MN Street and the potential easterly extension of Dale St E. Sabart
presented three options which included a divided cross section, undivided cross session, and a

combination of the two. The divided cross section includes a median in the middle of 20 Ave SE along
the majority of the street. The undivided cross section does not have a medial, but includes left turn lanes.
The hybrid has a median on the southern most portion of the street and left turn lanes on the
northernmost. Additional options for the council to consider included lighting and pump station options.
Loso expressed concern about the cost of the project and suggested construction of Dale Street to the
East and it would be less costly. Theisen agreed and asked why the Council was building a new road for
one developer.

Goracke noted it was past the point of deciding whether to construct Dale Street or 20 Avenue. The
council approve spending the money for SEH to prepare the feasibility report.
Buckvold liked the divided option as that would be safer and more cost effective. Goracke suggested the
1 sided tear drop lighting to save costs as well.
Schultz made a motion accepting the feasibility report and moving forward with the hybrid three
lane option, blank pipes with private grinder station, 1 sided tear-drop lighting and the looped
water main. The motion was seconded by Buckvold.

Schultz made a motion calling for the Public Improvement Hearing on the 20 Avenue SE
Improvements to be held on March 16, 2020 at 6:00 PM. The motion was seconded by Buckvold.

Closed Session: Pursuant to MN Statute 13D.05, Subd. 3(b) the City Council entered into a closed
session to discuss the lawsuit with Tom Opatz, LLC. In attendance were Mayor Rick Schultz, Councilors
Anne Buckvold, Bob Loso, Tory Goracke, Brian Theisen, and staff members Administrator Kris Ambuehl,
Community Development Director Therese Haffner, Deputy Clerk Kayla Klein, and City Attorney Susan
Dege.
The council came out of closed session at 8:28PM and no action was taken during the closed session.

Adjourn: Theisen made a motion to adjourn at 8:30 PM; seconded by Goracke and passed
unanimously.
