Established the following as Municipal State Aid Streets on April 19, 2012:

Baker Street East - from 16 Avenue SE to 18 Avenue SE

18 Avenue SE - From Baker Street East to Minnesota Street East
Northland Drive - From County State Aid Highway 75 to Jasmine Lane
Jasmine Lane - From CSAH 2 to Northland Drive
BACKGROUND INFORMATION:
With the completion of the recent annexation of property into the City, the additional population
and street mileage enables the City to designate additional mileage to its Municipal State Aid
Street (MSAS) system. We estimate approximately 2.42 miles of additional street mileage may be
designated to the City’s MSAS system.
New MSAS street designations cannot exceed the estimated 2.42 miles available, and they must
connect to the existing MSAS system or to streets of higher functional classification (ex. County
Road, CSAH). From a transportation functional classification perspective, MSAS streets function,
at a minimum, as Collectors, or higher. In order to complete the designation of Elm Street as

proposed, we are proposing to revoke the MSAS designation of 0.2 miles of Ash St E and 1 Ave
NE since these streets have not been improved on the MSAS system and were originally
designated in reserve.

RESOLUTION 2020-013
ESTABLISHING MUNICIPAL STATE AID HIGHWAYS
WHEREAS, it appears to the City Council of the City of St. Joseph that the street hereinafter
described should be designated Municipal State Aid Street under the provisions of Minnesota
Law.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Joseph that the
streets described as follows, to-wit:

Field Street – From 7 Avenue SE to 16 Avenue SE

16 Avenue SE – From Field Street to Minnesota St
th
12 Avenue SE – From Field Street to Baker St
Elm Street – From Northland Dr to CSAH 133
be, and hereby are established, located, and designated as Municipal State Aid Streets of said
City, subject to the approval of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, by the City Council of the City of St. Joseph that the streets
described as follows, to-wit:

Ash Street E. – From College Avenue N to 1 Avenue NE (part of section #104)
st
1 Avenue NE – From Minnesota Street (CSAH 77) to Ash Street E (section #105)
be, and hereby are, revoked as Municipal State Aid Streets of said City subject to the approval of
the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward
two certified copies of this resolution to the Commissioner of Transportation for his
consideration, and that upon his approval of the designation of said road or portion thereof, that
same be constructed, improved and maintained as a Municipal State Aid Street of the City of St.
Joseph, to be numbered and known as Municipal State Aid Street.
