2020 20Avenue SE Improvements
Feasibility Report Amendment
SEH No. STJOE 153958 4.00
Honorable Mayor and Members of the City Council
c/o Mr. Kris Ambuehl
City Administrator
City of St. Joseph
75 Callaway Street East
St Joseph, MN 56374
Dear Mayor and Members of the City Council:
th
A reduced scope of the proposed improvements to 20 Avenue SE has been requested by the City
Council for consideration. The reduced scope is limited to the construction of a looped water main,
th
consisting of approximately 1,020 feet of 12-inch ductile iron water main extending south on 20Avenue
and 840 feet of 8-inch ductile iron water main along the potential future alignment of Dale Street as
depicted in Figure 1. The Opinion of Probable Cost Summary for the proposed water main improvements
is indicated in Table 1 and a detailed Opinion of Probably Cost is attached to this amendment.
Table 1 – Estimated Project Costs
Item Cost
Construction $238,800.00
Contingency $23,900.00
Legal, Fiscal, & Administrative $19,100.00
Design & Construction Engineering $50,100.00
Feasibility Report$26,700.00
Grand Total$358,600.00
The proposed improvement would support the short-term need to provide municipal water service to the
developing parcel at Outlot C of the Liberty Pointe development, as well as set the stage for future
development to the east and southeast of the City of St Joseph. The City’s special assessment policy
describes that improvement costs for benefitting future development property shall be held by the City as
a deferred special assessment, as provided in Minnesota Statute 429, and will become payable at the
time of development or a time specified by the City at the adoption of the special assessment. Table 2
below is an estimate of the water main special assessment rate and the trunk water main charges for the
proposed improvement. A detailed preliminary assessment worksheet is attached to this amendment.
