The reduced scope is limited to the construction of a looped water main, th consisting of approximately 1,020 feet of 12-inch ductile iron water main extending south on 20Avenue and 840 feet of 8-inch ductile iron water main along the potential future alignment of Dale Street as depicted in Figure 1. The Opinion of Probable Cost Summary for the proposed water main improvements is indicated in Table 1 and a detailed Opinion of Probably Cost is attached to this amendment. Table 1 – Estimated Project Costs Item Cost Construction $238,800.00 Contingency $23,900.00 Legal, Fiscal, & Administrative $19,100.00 Design & Construction Engineering $50,100.00 Feasibility Report$26,700.00 Grand Total$358,600.00 The proposed improvement would support the short-term need to provide municipal water service to the developing parcel at Outlot C of the Liberty Pointe development, as well as set the stage for future development to the east and southeast of the City of St Joseph. The City’s special assessment policy describes that improvement costs for benefitting future development property shall be held by the City as a deferred special assessment, as provided in Minnesota Statute 429, and will become payable at the time of development or a time specified by the City at the adoption of the special assessment. Table 2 below is an estimate of the water main special assessment rate and the trunk water main charges for the proposed improvement. PRELIMINARY SPECIAL ASSESSMENT WORKSHEET 2020 20th Avenue SE ImprovementsSt. Joseph, MinnesotaSEH No. STJOE 153958 RESOLUTION 2020-015 RECEIVING REPORT AND CALLING HEARING ON IMPROVEMENT th 2020 20 Avenue SE Improvements WHEREAS, pursuant to approval by the City Council on January 6, 2020, the Council ordered th the preparation of a feasibility report for the proposed improvement to 20 Avenue SE. By further direction of the City Council, the feasibility report was amended to limit the size of the project to the construction of a looped water main, consisting of approximately 1,020 feet of th 12-inch ductile iron water main extending south on 20 Avenue SE to a point where it would intersect with the easterly extension of Dale Street, and approximately 840 feet of 8-inch th ductile iron water main along the easterly extension of Dale Street to 20 Avenue SE, and to assess the benefited property for a portion of the cost of the improvement. The report has been prepared by the City Engineer Randy Sabart of SEH; and, WHEREAS, the amended report was received by the City Council on May 4, 2020; and WHEREAS, the report provides information regarding whether the proposed project is necessary, cost-effective, and feasible. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ST. JOSEPH, MINNESOTA: 1. The Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $358,600.00. 2. A public hearing shall be held on such proposed improvement on the 18th day of May 2020, at the St. Joseph City Hall at 6:00 PM, or shortly thereafter, and the clerk shall give mailed and published notice of such hearing and improvement as required by law. th Adopted by the council this 4 day of May, 2020. ________________________ Rick Schultz, Mayor ATTEST Kris Ambuehl, Administrator -
