BOARD/COMMISSION/COMMITTEE RECOMMENDATION:
PREVIOUS COUNCIL ACTION: The City Council previously approved the 2020 street maintenance
plan including trail maintenance and Micro Seal on College Ave.
BACKGROUND INFORMATION: Staff is requesting reaffirmation to move forward with the street
and trail maintenance previously approved. This included crack sealing, seal coating streets, trails, and
slurry seal for trails. The Council also approved the micro surfacing of College Ave N from Minnesota
street to County Rd 75.
Two small projects that need approval are the expansion of parking in the Millstream Park and the
replacement paved area in Memorial Park. The Lions have agreed to donate $14,000.00 to the Millstream
parking lot and the total cost to get this completed is $27,000.00 which leaves $13,000.00 city cost.
The baseball paved area in Memorial park has failed and has caused damage to the side walk connected to
the concession building. I have received a quote of $15,000.00 for the replacement of the paved area
south of the concession stand.
These projects will not be assessed to the public, they were chosen due to community involvement and to
reduce further damage.
BUDGET/FISCAL IMPACT: Parking Lot Repairs will come out of the Debt Service Relief Fund
Seal Coating/Crack Filling will come out of the PWs capital budget

REQUESTED COUNCIL ACTION: Accept staff’s recommendations of the 2020 street, trail, and
parking lot work. Accept the quotes for the parking expansion and repair.

PREVIOUS COUNCIL ACTION: In a previous council meeting there was a discussion about what
to do with Birch St. between College Ave N and 1st St NE. Birch St has failed and has minimal use. The
Ally adjacent to Birch St is used as the access to the majority of businesses and rentals. The City Council
also has a concern about the condition of College Ave N and the failing pavement. The City Council
commented on the ruff condition and unappealing look driving into the City. In order to give the City
Council time to evaluate this important section staff has come up with the following option for
consideration.
BACKGROUND INFORMATION: Staff has identified a product called micro surfacing, it is
installed with special equipment that a local business has on hand. This product will smooth out the road
and give the City Council time to evaluate the future of the frontage road on County 75. Cracks will
reflect through the micro surface but will not cup as regular asphalt will. Striping will need to be replaced
due to the micro surfacing. The striping would be added to the 2019 street improvement project.
BUDGET/FISCAL IMPACT: $25,137.80
Cost is separated into two sections for council decision:
$17,311.80 for County Rd 75 to Ash St
$7,826.00 for Ash Street to Mn St

PREVIOUS COUNCIL ACTION: In 2008 the City Council accepted the City’s First Street
Maintenance Plan. The purpose of the plan was to develop a guide to help protect the street
infrastructure. The City Council has approved crack seal, seal coating and street patching each
year to date.
BACKGROUND INFORMATION: Staff has identified streets and trails in the street
maintenance plan to be crack sealed/seal coated in 2020. Staff recommends crack sealing streets
to prolong the existing pavement until reconstruction. This is even more important as projects are
delayed
ASTECH has been working with the City on the seal coat/crack fill street maintenance program.
With the location of the business and the proper equipment Astech has been the lowest price and
the only full-service Street and Trail maintenance company around. Staff recommends
continuing with ASTECH for the 2020 street maintenance project.
BUDGET/FISCAL IMPACT: The Public Works CIP has a budget reserve of $119,400.00 for
the street maintenance program. The actual quote is $95,369.00 crack seal and seal coat is not to
exceed $100,000. Budget reserve for trail maintenance is $26,078.50 the trail maintenance quote
is $7,444.00 trail maintenance is not to exceed $8,000.00

in funds set aside for 2020 street maintenance. Approve to use up to $8,000.00 in funds set aside
for trail maintenance.
