PREVIOUS COUNCIL ACTION: In 2019, the Council approved a Consultant Services Agreement
with DeLaForest Consulting, LLC.

BACKGROUND INFORMATION: The contract expired on May 31, 2020 and DeLaForest

Consulting had proposed to extend the contract from June 1 – August 31. Staff is proposing to move
forward with a month-by-month contract.
Staff has spoken with Chris DeLaForest and he is agreeable to the month-by-month contract.
BUDGET/FISCAL IMPACT: $1,000/month
ATTACHMENTS: Extension Agreement
REQUESTED COUNCIL ACTION: Approve the contract extension with DeLaForest Consulting LLC
for lobbying services from June 1, 2020 – June 30, 2020.

As you know, the Minnesota legislature has deferred action on a capital investment bill this legislative
session, which adjourned early this morning.
Instead, the legislature and the governor will attempt to fashion a bill during this legislative interim as
part of an anticipated special session or special sessions, expected to occur throughout the summer of
2020 and perhaps into the fall.

This letter shall memorialize an extension of our current contract, which expires May 31, 2020.
The current contract shall be extended upon the current terms and conditions, with the following
exceptions:
Term. The extension shall run from June 1, 2020 through June 30, 2020.
Compensation. DeLaForest Consulting, LLC shall be paid the sum of one-thousand ($1,000) dollars, to be

paid upon invoice July 1, 2020.
