HomeMy WebLinkAbout[04a] Minutes, May 19May 19, 2020 Page 1 of 1 Pursuant to due call and notice thereof, the St. Joseph Economic Development Authority met on Tuesday, May 19, 2020 at 12:00 PM via video conference. Members Present: Board Members Rick Schultz, Doug Danielson Troy Goracke, Larry Hosch, Dale Wick City Administrator Kris Ambuehl Members Absent: None City Representatives Present: Community Development Director Therese Haffner, Planning Intern Josh Storms Schultz called the St. Joseph Economic Development Authority meeting to order at 12:00 PM Agenda Approval: Wick made a motion to approve the agenda as presented, seconded by Schultz and passed unanimously by those present. Consent Agenda: Hosch made a motion to approve the consent agenda as amended as follows; seconded by Wick and passed unanimously by those present. a. Minutes - Approved the minutes of February 18, 2020. b. Minutes - Approved the minutes of April 21, 2020. C. April Financial Report - Accepted the April 2020 Financial Report as presented. CVB Director Position: Ambuehl shared that the position of CVB Director was up for renewal in July and reported that Mary Bruno was doing very well. Ambuehl asked members if the position should be opened up for application or renew Bruno to serve as CVB Director. There was discussion on the parameters, including the role and whether it should be a term position. Wick asked what the cost of the position was. Ambuehl reported $750 a month. Consensus was to review the role of the position and parameters at the next meeting. Emergency Loans: Haffner recapped that the discussion from the April meeting was to offer emergency loans to business impacted by COVID — 19. Haffner presented the draft terms and loan application based off of Stearns County's HRA terms and application and asked for direction. There was discussion on the interest rate. Consensus was to offer zero percent interest loans starting at $5,000. Haffner will update the terms accordingly and email businesses. Development Updates: Haffner reported the following: x Email updates have been sent to local business on COVID-19 information and resources. The City website has information as well. x Vista Apartments site plan and building permit under review. x Knife River submitted a site plan to expand. There was discussion on extending rail beyond Knife River's parcel to attract additional businesses. Hosch agreed to contact the rail company. Board Member Announcements: Wick said he liked the action the City Council took by reducing liquor license fees due to the impact COVID-19 had on businesses.
